I’m looking for a build for a portal manipulator (Incredibles 2 Voyd or Marvel’s Blink). Role would be ranged using planar fracture and either Ebon rift.
Yea, I'm not sure what else you'd want for it outside of those two powers. I guess you could make it a mostly Sorcery build otherwise? Here's an example of that:

It's not an early leveling build, ofc (you could grab Eld Blast early on and re-train out of it later, if needed), and the open power slots can be used for w/e ya want.
Uses the Wisp to debuff and roll Conjuring, while using Soul Beam as its main single-target attack, and Skarn's Bane as its main AoE attack. Ebon Rift and the Ult can also be thrown in there as you'd like. Gears mostly for Int, w/ some Con and Dex.
To make portals appear to have the effect of "teleporting enemies away" I suggest taking high EGO and using the knockback from powers like Ebon Rift.
Telekinesis also scales with EGO and definitely fits a portal type character.
Madness Aura for some reason scales with PRE (and requires so so so much NRG) but if you can maintain it in combat it's such great fun to see objects fly in and smack your enemies (particularly in Dockside Dustup where you can toss those freight containers and trucks around)
If your "portals" can also break the laws of space/time then also look at Circles in the Magicians trees. You can port in allies, rewind time (self revive) or even make a portal that removes you from this phase space (the resistance boost/unlockable one)
Yeah No, I would recommend against it. The Knock magnitude of Ebon Rift is already obnoxious on Solo and Party content, giving it Knock Back power from EGO will just scatter everything
YEETING everything with your main focus power which you can't control and has quite long CD is not good
God this power could be so much better than it currently is

Yea, Ebon Rift is okay in of itself, but I would also avoid the KB adv (it can be fine vs. bosses that are knock immune, but not vs trash). Throwing in something like Pillar of Poz, CoPD (mostly for the knock resist), Telekinesis, or a Sorcery circle summon can be fine (though I wouldn't expect the summoned pet(s) to do much overall)- if they are deemed to be fitting enough.
