Does it really need a 10 minute cooldown? I feel like it just hogging device space.

    I can't even fathom why they give us 5 Heroic devices. Only the Heroic Resonance is really useful.

    It's historical. It used to be each device was associated with a particular number of days subscribed, and a LTS counted as 1,000 days subscribed (enough to get all of them). Of course, now there's only LTS, the earlier devices are pointless.

    In addition to what pantaguel mentioned, the original devices had 120/90/60 minutes cooldown depending on how long you had subscribed.
