    No. Travel Powers are not affected by stats.
    Stealth? From Night Warrior?

    I think the stealth from ninja vanish is affected by dexterity, but not in any relevant way, as outside of PvP there's nothing where the difference matters, either it's immune to stealth or it can't see through even the amount of stealth ninja vanish grants at 10 Dex (in PvP it's possible to have perception gear; I'm not sure if it gets used to any significant degree).
