Jaaz's build is good if you like to get close and use the Sparkstorm toggle often to help sweep trash while using other powers. One other general approach is to make up for Wind's lower single-target dps by incorporating LArc, and otherwise you can just mix in Wind, Elec, and/or Ice powers as you see fit. Here's an example build for that:

(Unnamed Build) - Freeform (Ranged Damage)
    v3.43:35

    Super Stats
    Level 6: Intelligence (Primary)
    Level 10: Endurance (Secondary)
    Level 15: Constitution (Secondary)

    Talents
    Level 1: The Scourge (Con: 10, Ego: 10, Rec: 10, End: 8)
    Level 6: Worldly (Ego: 5, Rec: 5)
    Level 9: Daredevil (Ego: 5, End: 5)
Level 12: Amazing Stamina (Rec: 5, End: 5)
Level 15: Quick Recovery (Con: 5, Rec: 5)
    Level 18: Ascetic (Con: 5, Ego: 5)
Level 21: Boundless Reserves (Con: 5, End: 5)

    Powers
    Level 1: Wind Lash
    Level 1: Chain Lightning (Superconductor)
    Level 6: Stormbringer (Rank 2, Rank 3)
    Level 8: Concentration
Level 11: Hurricane (Rank 2, Perfect Storm)
    Level 14: Ionic Reverberation
    Level 17: Conviction (Rank 2, Rank 3)
Level 20: Ball Lightning (Triplicity, Supercharged)
Level 23: Lightning Arc (Rank 2, Rank 3)
    Level 26: Resurgence (Rank 2)
Level 29: Typhoon (Rank 2, Rank 3, Ionic Discharge)
Level 32: Wind Barrier (Rank 2)
    Level 35:
    Level 38: Whirlpool (Rank 2)
    Adv. Points: 33/36

    Travel Powers
    Level 6:
    Level 35:

    Specializations
    Intelligence: Preparation (2/2)
    Intelligence: Enlightened (3/3)
    Intelligence: Detect Vulnerability (3/3)
    Intelligence: Expertise (2/2)
    Guardian: Fortified Gear (3/3)
    Guardian: Ruthless (2/2)
    Guardian: Find the Mark (3/3)
    Guardian: The Best Defense (2/3)
    Vindicator: Aggressive Stance (2/2)
    Vindicator: Merciless (3/3)
    Vindicator: Focused Strikes (3/3)
    Vindicator: Mass Destruction (2/3)
    Mastery: Intelligence Mastery (1/1)

The open power slot can be used for w/e ya like.

Typhoon can be used for long-ranged AoE and opener attacks, while Hurricane can be used for easy close-up AoE. For single-targets, Chain Lit and Ball Lit can debuff for NI and Superconductor, and then you use LArc as the main filler attack, while keeping Ball Lit up. Ball Lit can help fuel you via Ionic Reverb, in any case. Gears mostly for Int, w/ some Con and End (or Dex).

Other stat setups could work here too, ofc, depending on the form/toggle chosen; I just stuck w/ Int and Concentration here cause you had them in your original build.

what about an electric siphon? do you think conviction is better than this skill? when you are in a crowd of minions, this skill is much better.
I just want to find an alternative. I'm tired of useless +1000hp

and what build would you create if you had to combine cold, wind, and electricity?

You can use Elec Siphon if you want. It has a few more restrictions than something that's really easy to use like Conviction, but it is better when used right. Ofc, this isn't necessarily an 'either/or' thing as well, since this is an FF build :p

what build would you create if you had to combine cold, wind, and electricity? or at least 2 out of 3

admittedly, you have more exp, and I would appreciate using your build as the basis for creating my own

Well, my build example already used all 3- though only the Ult for Ice, if that still counts :p (could also make the block or end builder Ice, and that wouldn't change the build too much in practice)

There's many diff workable combos of powers that you could use between the three sets, so in that case I'd prob recommend taking the approach of isolating any specific powers or attacks that you'd want to use the most (either for theme or just out of personal interest), and then maybe building around those.

Just throw in Arctic Beast or Ice Cage and call it a day?

The issue is that generally you have a main single target power that is buffed by some utility power, but that utility power is specific. I.e. chain lightning will bolsters other Electric powers (e.g. Lightning Arc), but do nothing for Cold or Wind. Usually AoEs don't get the same major utility benefit so can come from some other power set. After you have your 2 main types of attack covered, what do you do? In my build I have Sparkstorm to provide a PBAoE. Adding in another major single target attack and utility power to buff it become redundant because you will likely end up only using one most of the time. E.g. you could add in Icicle Spear, but why, since you already have Lightning Arc? So, you could take something that is more situational. E.g. when soloing Arctic Beast or Ice Cage might sometimes be helpful. Trying to get powers from 3 sets to all be equally useful is just not that easy, probably one of them is going to have minor input and function mostly for theme.
