I guess you could just go w/ Laser Sword mixed w/ some Power Armor. I'd prob pick the non-slotted PA stuff, so you don't have to deal w/ power lockouts. Here's an example build:

(Unnamed Build) - Freeform (Melee Damage)
    v3.43:35

    Super Stats
    Level 6: Intelligence (Primary)
    Level 10: Endurance (Secondary)
    Level 15: Constitution (Secondary)

    Talents
Level 1: The Cybernetic Warrior (Con: 10, Int: 10, Rec: 8, End: 10)
    Level 6: Investigator (Int: 5, End: 5)
Level 9: Healthy Mind (Con: 5, Int: 5)
Level 12: Boundless Reserves (Con: 5, End: 5)
    Level 15: Coordinated (Dex: 5, Int: 5)
    Level 18: Accurate (Dex: 5, End: 5)
    Level 21: Acrobat (Dex: 5, Con: 5)

    Powers
    Level 1: Power Bolts
Level 1: Lightspeed Strike (Rank 2, Particle Acceleration)
    Level 6: Particle Accelerator
Level 8: Quantum Stabilizer (Rank 2, Rank 3)
    Level 11: Unified Theory
Level 14: Chest Beam (Rank 2, Point Blank Blast)
    Level 17: Conviction (Rank 2, Rank 3)
Level 20: Lightwave Slash (Rank 2, Light Mend)
Level 23: Luminescent Slash (Rank 2, Rank 3)
    Level 26: Resurgence (Rank 2)
Level 29: Energy Wave (Reverse Polarity, Recharge)
Level 32: Energy Shield (Rank 2)
    Level 35: Lock N Load
    Level 38:
    Adv. Points: 32/36

    Travel Powers
    Level 6:
    Level 35:

    Specializations
    Intelligence: Preparation (2/2)
    Intelligence: Enlightened (3/3)
    Intelligence: Detect Vulnerability (3/3)
    Intelligence: Expertise (2/2)
Brawler: The Glory of Battle (1/3)
    Brawler: Penetrating Strikes (2/2)
    Brawler: Ruthless (2/2)
    Brawler: Setup (2/2)
    Brawler: Flanking (3/3)
    Vindicator: Aggressive Stance (2/2)
    Vindicator: Merciless (3/3)
    Vindicator: Focused Strikes (3/3)
    Vindicator: Mass Destruction (2/3)
    Mastery: Intelligence Mastery (1/1)

The last 1-2 powers can be w/e ya want.

Alternates between Lightspeed Strike and Lumi Slash for single-targets, and can use Lightwave Slash for easy pbAoE (and some CC w/ it's innate KD on charge). Lightpseed Strike also has a cleave component you can use as well. Energy Wave w/ Rev Polarity can also help you clump up mobs (it won't proc the EU or form here, but you can have enough energy for it to work out w/ other attacks that can proc those), while Chest Beam gives you another ranged option that can also add a 2nd debuff for Laser Sword attacks, when tapped. Gears mostly for Int, w/ some Con and End.

As usual, I like Flow's take on things. :)
Here is a build I've been playing with, similar theme. I wanted a 'basic' mech battle suit, using a rifle and laser sword powers.
(I was envisioning Robotech, I'm old school) ;P

Mecha Suit V2 - Freeform (Any / Multiple)
    v3.43:35

    Super Stats
    Level 6: Dexterity (Primary)
    Level 10: Intelligence (Secondary)
    Level 15: Recovery (Secondary)

    Talents
    Level 1: The Fist (Str: 10, Dex: 10, Int: 10, Rec: 8)
    Level 6: Accurate (Dex: 5, End: 5)
    Level 9: Investigator (Int: 5, End: 5)
Level 12: Amazing Stamina (Rec: 5, End: 5)
Level 15: Martial Focus (Str: 5, Dex: 5)
Level 18: Body and Mind (Str: 5, Int: 5)
    Level 21: Relentless (Str: 5, Rec: 5)

    Powers
    Level 1: Power Bolts
Level 1: Lightspeed Strike (Rank 2, Particle Acceleration)
    Level 6: Invulnerability (Rank 2, Rank 3)
Level 8: Pulse Beam Rifle (Rank 2, Finite Improbability Engine)
Level 11: Energy Shield (Rank 2, Laser Knight)
    Level 14: Lightspeed Dash (Download)
    Level 17: Molecular Self-Assembly
Level 20: Energy Wave (Rank 2, Hardened Particle Matrix)
    Level 23: Particle Accelerator
    Level 26: Unbreakable
    Level 29: Resurgence (Rank 2)
Level 32: Luminescent Slash (Rank 2, Radiate)
Level 35: Electric Sheath (Matter - Energy Union)
Level 38: Fire All Weapons (Rank 2, Rank 3)
    Adv. Points: 36/36

    Travel Powers
    Level 6: Jet Boots
    Level 35: Athletics

    Specializations
    Dexterity: Combat Training (3/3)
    Dexterity: Power Swell (2/2)
    Dexterity: Deadly Aim (3/3)
    Dexterity: Expose Weakness (2/2)
    Vindicator: Aggressive Stance (2/2)
    Vindicator: Merciless (3/3)
    Vindicator: Focused Strikes (2/3)
    Vindicator: Mass Destruction (3/3)
    Warden: Fortified Gear (3/3)
    Warden: Slaughter (2/3)
    Warden: Ruthless (2/2)
    Warden: The Best Defense (3/3)
    Mastery: Dexterity Mastery (1/1)

    Devices

Not min/maxed at all, but very survivable and I've been having fun playing it.
I like the hardened Particle Matrix advantage on the Energy wave, another layer of protection (and of course only used if you get swarmed due to the KB) and looks cool., (IMHO) :)

No real AoE, just Lightspeed strike small area for mobs.

Dont recall WHY I picked MSA over Unified Theory, seems like a newbie mistake in retrospect? :P

Anyway, just throwing it out there. I'd actually appreciate if Flow or anyone wanted to tweak it. I like the powers and the way it works, but as I said I'm sure there are some 'better' choices to be had in there. :)

Here is a build I've been playing with, similar theme. I wanted a 'basic' mech battle suit, using a rifle and laser sword powers. (...)
That build is pretty interesting for a ranged/melee Hybrid mix, though ofc it's not really optimal at anything either. The Matrix adv isn't really worth it on EWave, but it does look pretty cool, so if you just wanted the visual and don't much care about the performance of it, then that's fine I guess. I also don't like to keep EWave as a scatter KB (having it pull-in instead could make it easier to cleave w/ Lightspeed Strike), but it's still okay if you just want a move that gives you some breathing room. Also, PBR won't work that well w/ your toggle/form via the FIE adv, since the PBurn debuff on it doesn't have a good proc rate. On the block, Laser Knight is a good adv for defense, but taking it on Energy Shield will lower your melee dmg.

The revamp to ADs (and AOs) made their shared cd the same as their base cd, so there's less reason to take >1 AD now (though you can still have >1 for the option on which big cd to pop). I may keep Resurgence and maybe get R3 Conviction, since you have MSA anyways. Speaking of that, MSA can also still work okay as the EU, as long as you roll it via cds. If you are having energy issues when using MSA, then you could consider Unified Theory, but then you'd prob want to SS or gear End somewhere. Fire All Weapons is a pretty costly Ult too, and you don't have it working w/ your toggle/form innately, so using it might be a bit iffy. I may also get R3 on Lumi Slash, and maybe just weave Lightspeed Strike in to proc the toggle/form.

Two other odd AoEs that could work w/ builds using PBurn are Firebreath or Storm Summoner, since they can be made to apply PBurn instead. Nuclear Shockwave in Might also has it, iirc. They may not fit your theme, but they are interesting options to consider. Particle Wave and Particle Smash in Laser Sword are also pretty good, as is Meltdown for an Ult that uses PBurn. But it's up to you what other sort of powers could fit in w/ your concept.

Yeah I knew it wasnt 'min/max'd' or anything, one of my early attempts to make a build of my own. :)

Thank you for the notes and ideas, I'm gonna go take a look at some revamp ideas in the PH.

If you have any other ideas that might work, following the idea of a 'basic blaster rifle & Laser sword' mech suit, let me know!

NOW I have ideas for other mechs to work on! ;)

I suppose if you wanted a general mix of ranged and melee and don't want to worry too much about satisfying proc conditions for a toggle/form, then you could just go w/ FotT, and Dex SS'd somewhere. FotT is still RNG-based, but at least then you can mix w/e attacks you want. With FotT, you can keep PBR just fine- it's cheap enough that you don't even need it to work w/ your EU, but then it can still proc your form.

Here's an example build using a more generalist setup w/ FotT and MSA (+cd powers), and Dex + Int + Con SSs (kinda the old-school way of making a versatile build, before we had more toggle/forms and EUs to work with- could even change to a Hybrid-AoPM build if it's not for high-end stuff):

    (Unnamed Build) - Freeform (Hybrid)
    v3.43:35

    Super Stats
    Level 6: Dexterity (Primary)
    Level 10: Intelligence (Secondary)
    Level 15: Constitution (Secondary)

    Talents
    Level 1: The Specialist (Dex: 10, Con: 10, Int: 8, Rec: 10)
    Level 6: Coordinated (Dex: 5, Int: 5)
    Level 9: Impresario (Dex: 5, Rec: 5)
Level 12: Covert Ops Training (Str: 3, Dex: 3, Con: 3, Int: 3)
    Level 15: Negotiator (Int: 5, Rec: 5)
    Level 18: Acrobat (Dex: 5, Con: 5)
Level 21: Healthy Mind (Con: 5, Int: 5)

    Powers
    Level 1: Power Bolts
Level 1: Lightspeed Strike (Rank 2, Particle Acceleration)
    Level 6: Invulnerability (Rank 2, Rank 3)
Level 8: Form of the Tempest
    Level 11: Conviction (Rank 2, Rank 3)
    Level 14: Molecular Self-Assembly
Level 17: Tactical Missiles (Rank 2, Blast Radius)
Level 20: Energy Wave (Reverse Polarity)
    Level 23: Lightspeed Dash (Download)
    Level 26: Resurgence (Rank 2)
Level 29: Plasma Cutter (Rank 2, Rank 3)
Level 32: Pulse Beam Rifle (Rank 2, Rank 3)
Level 35: Energy Shield (Rank 2)
Level 38: Electric Sheath (Matter - Energy Union)
    Adv. Points: 34/36

    Travel Powers
    Level 6:
    Level 35:

    Specializations
    Dexterity: Combat Training (3/3)
    Dexterity: Gear Utilization (2/3)
    Dexterity: Deadly Aim (3/3)
    Dexterity: Expose Weakness (2/2)
    Vindicator: Aggressive Stance (2/2)
    Vindicator: Merciless (3/3)
    Vindicator: Focused Strikes (2/3)
    Vindicator: Mass Destruction (3/3)
    Warden: Fortified Gear (2/3)
    Warden: Slaughter (3/3)
    Warden: Ruthless (2/2)
    Warden: The Best Defense (3/3)
    Mastery: Dexterity Mastery (1/1)

The last power can be something else, if you want.

Has both a melee and ranged set in one. For ranged, you can AoE w/ tap-spams of Tac Missiles, and use PBR for single-targets. For melee, you can just use the basic Lightspeed combo as a basic attack (and cleave) and for building up PBurn stacks, and use Plasma Cutter to rupture PBurn and proc MSA. In either case, EWave can be nice to clump up mobs for follow-ups. The lunge, EWave, Plasma Cutter, and Conviction can all help you proc/roll MSA. Gears mostly for Dex, w/ some Con and Int.
