Is Whirling Dragon Strike a worthwhile ability?

Or is it just one of those abilities you pick up because it looks cool and it fits a theme? By worthwhile I mean is it worth being an ult and taking a power slot? Will it be something that's worth using every time it's off CD? Does it do enough of what it does to warrant a slot in something like a general dps Dual Blades build?
I've seen people recommend it in builds to that's a good sign, yet I'm not entirely sure about it. I haven't seen much talk about it, or at least haven't been able to find much. So far it's just mentions in builds. I'd like your opinions on it, if you'd be so kind. Thanks for your time.

1. Apply Overpower debuff.
2. Scales with Focus stacks.
3. Up to 10 targets.
4. Have Commanding Presence adv (if you're a tank).
Yeah, it doesn't deliver pizza or hot coffee or beer so it's not the perfect ultimate yet but other than that, I see at least 4 reasons to pick it.0
