Is the Dual Pistol power still nerfed/under powered?

I played on and off for a while and it's been like a year or maybe...3 since I've played actively.
The last time I played Dual Pistols got nerfed hard making one of my primary characters useless. I was wondering if it ever got balanced out or if it was left in that state.

It’s never been useless

Pistol Muni is in a fine place- easy to build and play around, mobile, and has some nice defense options (like Bullet Hail's dmg shield adv). It's not one of the higher-dps ranged sets anymore, but it can still put out decent numbers if built well enough.________________

Well, it's not op god-mode, if that's what you are looking for. It's certainly not useless. atm I am building a tank around those powers.
