  You def want LArc if you want Elec's best single-target dps attack. Also, I generally would avoid ranking the energy builder. You also have some redundant AoE attacks in there, and are missing some other nice abilities like Ball Lit. Here's a simple Elec dps template that you can reference:

  Gave you plenty of open power slots to add w/e else you want in there.
  
  LStorm can be replaced by a different AoE attack (like Elec Current), if you want. Gigabolt can also be a nice opener and serve as a main AoE if you want to play at long-range, but it's optional.
  
  The basic single-target rotation is to put up NI and Superconductor w/ Ball Lit and Chain Lit, and then just channel LArc while keeping Ball Lit on cd (since Ball Lit will refresh both debuffs in the background). Gears mostly for Ego, w some Con and End.

  she's supposed to be an AoE queen, I had 1 adv point, so I threw it in the EB for that adv which sounded good
  not sure what to remove L Storm is a definite keeper, every incarnation of her, her AoE's vastly outnumbered STs

  If you want her to be good at AoE, then having LStorm and Gigabolt is good enough, imo- that gives you a good 50ft AoE (w/ a CC adv) and a strong 100ft AoE. Ball Lit and Chain Lit can also AoE anyways. You'll still want LArc in there to deal w/ tougher targets and bosses w/ ease.

  In my build, it's already there.. and you can easily add Gigabolt too, and still have 2 free slots leftover. If you insist on your build, then there's little reason to have 3 close-range AoEs; you can get rid of one of LStorm, Elec Current, or Storm Summoner. I'd also add Ball Lit + both special advs. The r1 AO (Elec Sheath) won't be that powerful for boosting dps, and can thus be dropped as well.

  question on the powers in your build;
  why elec form over stormbringer? doesn't stormbringer do basically the same but also gives resistances to cold and crushing, as well as recovers energy from cold & crushing compared to elec form of energy only?

  Elec Form also boost your energy, and now also gives you a self-heal based on your NI effects, which can be pretty nice for a minor passive effect. You can still use Stormbringer if you want (the Crushing resistance is its main upside in terms of 2ndary effects, imo), and there are other dps passive that could fit as well (NW, Quantum Stabilizer). Anyways, that edit to the build looks okay overall; instead of Accel Metab, you could get R2 of your other travel power, but that's up to you.

  my 2nd travel is a placeholder until I'm able to get an elec secondary I like. not sure what, speed is out i'm not a fan of super speed

  Well, you have flight already covered. Something like Superspeed would be nice for faster ground travel, but it's up to you.
