Make Harbinger a hybrid passive

  You have Shadow Form for Darkness dps already. Harbinger appears to be meant more for a dps healer type of build, not a straight dps build, so it is viable as a dps power in its intended usage.
  
  Also pretty interesting how it just says "increases your damage" without a damage type.

  Will we ever get more Hybrid Passives beyond Congress of Selves? That is the real Question
  
  That being said HARBINGER would perfectly work as a Hybrid Passive, You can make a Vampire-DPS themed build with this passive​​

  Pretty sure they gave all damage boost to synergize with every set that has a lifedrain (Mind Drain, Life Essence, Supernatural and Bestial SUCC powers) and propably any future Lifedrain power DEVs are planning to give in other powerframes

  So just to toss out some numberos:
  
  With Healer Form: 17% damage, 14% healing
  
  With DPS Form: 11% damage, 22% healing.
  
  Were the bonuses I got from the Drain Effect bonus from Harbinger. This was at 8 stacks of the Form, in Hybrid role - had all R9 mods for whatever attribute the Form stacked with. s'pretty okay o3o

  I listed the end result, not what was showing on the tooltip. The damage/healing bonus at 10 stacks was 96%/60% no matter what the Form was, but that goes on the usual Passive/Form damage bonus layer so each Form hit it differently with diminishing returns.
