While playing actively CO again since early 2017, I came up playing with builds after gaining more experience. Some are just following the meta, while others come with out-of-the-box idea. Especially with tanks. But I'll also cover some support and DPS here.

Between what the meta-tank is and what you actually need to tank a cosmic, there is a very large gap in which you can play with. I came to the conclusion that with skill and experience, you don't need no more than about 160% total resistance (including your passive) and at least 15 000k HP to tank the cosmics bosses, where meta-tanks reach almost 18k hp and 300% total resistance. That's not a confortable task, but it's doable.

Threat is a bit more tricky, but a single confront r7 usually do the trick. On a side note, Confronts allow you to have very low DPS tank and still keep the aggro (over DPSer, I mean), that's very usefull for thematic tanks.

Most of the builds are gear dependant (including mods), on a different scale from each others however. I'll comment about it, and discuss about the flaws of the builds (because they have :p)

So, here we come. I'll cover builds over different posts. I always have a free slot in my devices, it's because Inborn Tenacity isn't implemented in HeroCreator (give +5% all Physical damage resistance)

    Cascade - Force Tank

    She's a Force themed tank, using Force Cascade as her main attack. She's suitable for MT and OT. My main character for a while now. I use a ton of different set of gears depending on the situation. I have different pieces slotted with specific resistance mods (slashing, ice, etc.) but that's really in the minmaxing territory. I'm showing the basic setup here. Also, quite a valuable tank for Therakiel Temple thank to Inertial Dampening Field, Whirlwind and Force Cascade.

    Gear dependency : High, especially for threat.

    Cons :
    She's energy hungry. Power Conversion is here to help with that. Still, the best case is being hit often and trigger Force Sheath from the block. It maybe sounds weird that being hit is a requirement for a tank, but some content has mobs with very slow attack rate.

    Ralsershei - Darkness Tank

    Ok, here come the weird stuff. She's a Darkness themed tank, so far, so good, but she's also PRE PSS tank, and she mostly relies on Dimentional DoTs and heals for aggro. She can solo tank QWZ Worm OM. She's suitable for MT and OT. I built her with the goal of having at least 100 heal per tick from Dependency. She actually reaches ~140 per tick without AoPM.

    Gear dependency : Very High, in the sense you need to unlock a lot of powers, and you need special Confront.

    Cons :
    She's quite dependent over the trigger of the energy return from the helmet for self sustain. She has low single target DPS, and her rotation include a lot of powers to cycle.

    Saint Elma - Elec Tank

    Some more weird stuff : END PSS elec tank ! She's very fun to play. Unlimited endurance, which means 15% more damage, incredible AoE power, she's perfect for Save the Earth. Suitable for both MT and OT. Just like my darkness tank, she relies a lot on her ability to do damage while blocking.

    Gear dependency : Average. She was ready to tank reliably in Merc as soon as I was able to slot two r5 confronts. I just needed my first piece of Distinguised. Ah, and I needed to unlock Neuroelectric Pulse before.

    Cons :
    She has no single target power, thus, she can't pull at Kiga phase 1. Because of passive and toggle AoE damage, I need some extra care with hearts at Ape. I usually turn him a bit every two yellow AoE, so I'm not pushed back into the heart behind me.

    Interesting insights thus far. As for the Cascade build, yea FC is going to be tricky to handle here, esp if using IDF over Conc. Although Force Eruption can be fine for an up-close AoE tag, Grav Polarity won't be as strong cause its dmg bonus is in the early/passive layer. You could also consider ranked Power Conversion in LS for the energy-starved situations.

    I guess the high quality of gear helps afford you w/ being able to execute the build. If it were poorer, maybe center the build around Typhoon (since its much cheaper) and Warden/Elusive + Protector spec (Wind Reverb could also be added as the EU, potentially). Could also try diff SS setups. You'd prob still have threat issues, but perhaps adding CoPD or an ult w/ a threat adv could help there. You could even rename the build to 'Phoon' :x

    (also, LNL was changed to lose its general crit, though perhaps you're keeping it for Furious/Willpower and the cost discount.)

    edit: Oh, didn't see the other builds before. They look pretty fun overall. As you prob already know, you could always help address any single-target issues by adding ERuin or LArc to their respective build. Shadow Manifest could also potentially be used as the toggle/form for the Darkness build, since it also scales w/ Pres (less healing, but more dmg).

    Obsidian Skarna - Dual Blade Tank

    A DEX PSS tank ! But not a Dodge Tank :D She deals massive damages for a tank, having about 40% crit rate, and 120% severity. Suitable for MT only, but she has quite a punch in Hybrid role for some DPSing.

    She has one of the lowest base resistance and HP of all of my tanks (80% and 15,3k HP). Also, she has low AoE DPS.

    Arkanti - The Earth Sorcerer !

    Ok, here come the serious stuff. An Hybrid AoRP Earth tank. Nothing less. During my gaming journey, I noticed two things : Hybrid AoRP is on par with Defiance. And Bulwark spec gives threat generation for Hybrids. Then, why not doing an Hybrid AoRP Tank ? I've to fight against massive cons, but's it's an interresting challenge.

    Gear dependency : Extremly High. He has low threat generation, and very low HP. I'm not going to tank **** untill he's fully geared.

    Cons :
    First of those : AoRP bug. But I'm in hope I'll help to get it fixed :p Second, Earth is not confortable power set. Low range, very long charge time, locks you in place, no utility powers and adv, etc. Its only good thing, is that it doesn't cost a lot of energy. It's okay during cosmic fight, where I just spam Cave In. But in other PvE content, it's really a hassle to play.

    Chernozem - Top Healer !

    Earth themed healer there, using AoPM. He has all the tools for a meta-healer. However, he uses INT PSS instead of PRE. Maybe the least interesting of my healers, build wise. I wanted to maximise raw heal values with him.

    Nothing much to say, a slight lack of self Healing. So efficient he's almost boring to play :p

    Battle Exorcist Saadhaka - Off tank and melee healer

    Hinduism themed, she's been long time aimed at being able to off tank Teleios Ascension and heal at the same time, for a 3 DPS, 1 tank, 1 healer setup for TA. Naturally, she was the perfect build to adapt for the high survivability requirement for a healer in Therakiel Temple. She's tough, and has CC abilities. She can deal with hearts at Ape, and can easily solo QWZ missions. I needed to specialize a bit more her gear and devices depending on wheter she's doing TA or TT.

    Circa Dies - Space healer !

    50s sci-fi healer themed here. She's a mix between healer, debuffer, and DPS. Oh, and her name doesn't mean she's trespassing >.> It's latin for the biological rythm of 24 hours. She's a bubbler, and use Particle Beam Rifle as DPS tool, using AoPM and EGO spec synergy for more crit and severity. I use the Healing drones mostly in their "DPS" form, they have some interresting Resist debuffs.

Also, the way Celestial Conduit works with assist target make it a bit difficult too to heal sometimes. And at last, she needs long fights to build up her form. She only has one power to build it.

    As for your comment, flow, It's all mater of compromise. All those builds are the result of long series of tests and retcon, and I ended up accepting and dealing with their flaws, mostly for theme sake, or because we don't have enough power slots :D

    I can def respect that. Its interesting to seeing the experimentation and concepts you are exploring in that content. Even if there's flaws w/ them, or they can have other power/stat options, they do look like pretty fun builds to try overall. Nice work 8)

    Sanglots - Offensive healer

    Sanglots (which means Tears) is an AoED, crit based healer. Using EGO specializations to increase even more that crit chance and severity. 45% crit rate on heals, and 92% severity. And that's without AoPM around. She's toothy for a healer, helped by damage dealing devices (Psi acc., Shattering Rain, Invocation of the Eclipse). She's a very effective group content healer, and very durable. She can easily switch to hybrid for more DPS power.

    Gluh - Dual passive CCer/DPS

    CCer are usefull for cosmics fight. But out of that, it's a stale experience. So, instead of having a full dedicated CCer, I tried to also make it a potent DPS. Thanks to INT PSS, I ended up with this result. Also, she's sturdy and thus, reliable. She can get blasted by Ape fireball without batting an eye, unlike squishy CCers.

    Zingtarev - Laser Sword DPS

    Here come a very efficient Laser Sword DPS. Laser sword is a very well rounded power set, and as such, you can play with stats and still be good. He uses END PSS, so he can aim at stacking Outburst and End of The Line, for a +50% base damage bonus. Works better with AoPM around !

    Miracle - Gatling Gun DPS

    Here come a build I really like. I wanted a DPS focused on Gatling Gun. It happens there are a lot of synergies here. INT + Quarry increase my Armor Penetration, Avenger specs works really well with Gatling Gun (Maintain + AoE + additionnal damages), and the result is a really well rounded build. So well I consider she could be an AT. She has a lot of utilities : knock back, heal, fear, DoT, self rez, rez, and she's a great DPS too : great range, large AoE, good damage. Based on stacking offense, with the right conditions, she reaches around 30% more base damage (1000+ Offense without AoPM). She's quite sturdy too, wearing Distinguished Armor.

    Kalen - Melee Gravitar

    With Kalen, I wanted to make a use of Open Palm Strike. Not as good at Burning Chi Fist of Dragon Uppercut, it's still a valid main DPSing attack. She's themed as an astral ninja, somehow. Inspired by Jade and Scorpion from Mortal Kombat. She's like a melee Gravitar, throwing mobs away. With Vile Lariat and its 100ft range, you can grab your main target back to Open Palm Strike range :p

    Update :

    Following the might rework and other power changes, I currently made adjustment to the next builds. My Force Tank didn't suffered as much as I expected since she had good in theme alternatives for energy management. However, my darkness tank has been completly destroyed and it was a huge pain to find proper energy source. The EU isn't enough and tanks have design flaws in their energy management process.

    I'll post two Combo DPS later, and some other update most likely.

    Cascade :

    - Removed MD and Unstoppable since I hadn't enough advantage points and MD need to be ranked now.
    - Force Sheath is mandatory on her because of Force Cascade cost, and since it was nerfed in advantage cost, she has only a r2 block.
    - Picked Power Conversion to help with energy management a bit (I don't like the damage debuff, but well...)
    - Picked Miniaturization Drive because I had a free power slot and had no idea what to take else (CoPD is a no go with it's +10% energy cost. I don't want a Force Cascade costing 200 energy...)
    - Replaced Vindicator with Protector. She's not a dual passive toon anymore, and I had to rebalance the r2 block with more base resistance.
    - Replaced previous secondary offense gear with Onslaught Gloves of the Defender. Since it's +30% threat, that's pretty good, it's equal to a r8 confront.

    Ralsershei

    - Removed MD for the same reason than on Cascade
    - Removed some challenge here and there and the Chi effect from Backhand Chop since I needed advantage points
    - Ranked Defiance only to r2 because it's equal to old Defiance and I still needed advantage points :p
    - Replaced MD with Endbringer Grasp, because it looks badass and it's an in theme alternative to Chi Flame
    - Replaced previous AO for Shadow Shroud to help a bit with energy management
    - Replaced previous secondary offense gear with Onslaught Gloves of the Defender and put a PRE r5 into it instead of Soviet's Guard r5
    - Replaced previous primary offense with Virtuous Gloves of Precision since I lost Soviet's Guard r5, and removed a Maniacal Laughter since I have Onslaught Gloves of the Defender, and put a Sentinel r7 to keep the Healing Bonus at the same level
    - Replaced previous primary defense with Virtuous Helmet of Efficiency to help with energy management

    Obsidian Skarna

    - Removed MD for the reason explained above
    - Picked Vicious Decent to benefit from Reckless' shielding
    - Replaced previous AO for Imbue since all AOs are virtually the same now, exept Imbue which still has a noticable effect
    - Replaced Confront r5 with r7, because why not

    Zingtarev

    - Removed Circle of Arcane Power since EU don't trigger with it
    - Unranked Resurgence from r2 to r1
    - Picked Dragon's Claws and Rush advantage to replace the Circle

    Neon Witch - Switchable Melee/Ranged TK DPS

    Some times ago, I made a melee TK DPS on which I wanted a noticable amount ranged power, for theme. I couldn't make the ranged part of the build efficient enough for my taste, and by trying to resolve that, I chosed to go for a switchable melee/ranged DPS, since TK can do both. I use a build in melee role, and another one in ranged. I just need to toggle a different form. It can be useful to be able to switch from one to the other. Like in Hi-Pan, killing packs of mobs in melee (melee role has more AoE abilities) and switch to ranged during boss and not be bothered with his ying yang circle. Quite survivable build thanks to melee combo healing adv. It has a little support ability with Mental Leech and Mental Storm. I was never invested too much in this toon, hence she doesn't have cosmic gear.

    Konoko - Munition/Unarmed combo

    Thundering Kicks isn't the best DPS power, but there isn't any alternative if you want to keep kicking your opponent in the face ! This build aims for maximising the damage output of this power. There are also munition powers for theme reason. I have a ranged role when ranged damage are more suited in some pve content. I could add a ranged form and switch Way of the Warrior for Night Warrior for a better dual purpose melee/range DPS, but I made the choice to make a sligh focus on melee damages.

    Cardinale - Bullet Ballet/Single blade combo

    Unlike Konoko, this toon was easier to balance, since Bullet Ballet is a melee power. Clear focus was made on melee.
    Bullet Ballet is a better combo DPS power (it's tier 2). Single Blade is also involved, for high damage spike (Vorpal Blade + Reaper's Embrace). And since I wasn't motivated enough to go for Justice, I also focused a bit on offense with Dinstiguished gear and several specs related to offense.

    Zehirshei - Meat shield tank

    Zehirshei is an angel, growth themed tank. She started like a regular meta tank, using STR PSS. But for sake of testing, I tried INT PSS. INT PSS allows me to reach an insane amount of health points. Slightly more than with CON PSS, and without having to use Growth mods in my Primary Offense gear. By herself, she reaches 22.5k HP with r7 mods. I could reach 23k with r9 mods, and even 23.5k if I used Justice instead of Distinguished, but the difference of resistance is abysmal (70% vs 50%). And while this huge HP pool would not make much difference in your own survavibility, you would stress your healers much more by having less resistance.

    With AoPM around and Cupid Arrow HP buff, I can get about a permament 25,5k of HP. With this build, I temporarily reached 30,6k with Agressor, Rejuvenating Formula and Resurgence. With Conviction, Ressurgence r3 and Justice, I bet I could even reach 33k.

    Cons : She's like a meme tank. Beside her huge HP pool, she's not the most efficient on every other aspects (threat, damage, AoE, energy, stun instead of interrupt,). Those problems could be resolved by using a different choice of powers, but I wanted to stick to her theme and visuals.

    A little update on Gluh, my CCer/DPS :

    - Traded Grasping Shadow power for Revanancy device, for bridging purpose on Kiga's dogs
    - Took Resurgence instead. Now she has a self heal
    - Took Guide and Ghost Fire adv. on Will-O-Wisp for a bit more buff/debuff

    Also, on Arkanti, my AoRP Tank

    - Traded Fractal Aegis for Earthquake for theme reason. I'm loosing a challenge buff, but I see Earthquake like a DoT
    - Traded Landslide for Nanobot Swarm, for the purpose of reducing Earthquake cooldown a bit

    - Changed talents (removed END).
    - Changed Shade Storm for Shadow Embrace. It costs far less and heals quite a lot on pack of mobs with its adv.
    - Rearranged some badly used advantages here and there for a slightly better DPS output and to take Defiance r3.
    - Corrected Ebon Rift for Shadow Eruption. It was a mistake done when writing the build.

    The fact we don't have a self target shortcut in CO makes that it's sometime difficult to self heal.

    Sorry to necro a thread, but there is a self target, but you have to 'bind' it to a key:
    /bind x "Target_Self"

    I have a Bionic / MR shield build and can toss both on myself with this:

    /bind x "Target_Self $$ +PowerTrayExec 4 $$ +PowerTrayExec 1"

    I did have another command to Target_Enemy_Next or a weirder command to target the last target, but it worked rather inconsistently.

    You can just disable the support target option in the options on that character it uses it. So heal will target yourself first and friend you target manually instead.

    Yup. However, he specifically asked for a target self. And I keep it in support mode for healing, so I have to target self manually instead.

    Slight update on Saint Elma, the electricity tank. It was a build made before Circles and AD nerf.

    - Replaced Masterful Dogde for Nanobot Swarm, in order to use my AO more often and so, spam Gigabolt more !
    - Replaced Circle of Primal Dominion for Electrical Siphon, a heal. Not tested yet, but could be very powerful on paper, considering the amount of Negative Ions she can apply on packs of mobs. CoPD was intended for off-tanking, and "mass heal" can easily replace it in that role.
    - Replaced Guardian spec for Warden, for slightly more tankiness

    Anyiga'Tal - The Sword Summoner

    I'm working on a summoner toon, with tons of blades everywhere ! It's also a hold lock toon : it means she CC mobs and kills them while Hold/Stun. Rotation is summon Blades, CC mobs, summon other pets then jump into the melee. Adv from Ego Weaponry helps me staying alive once mobs wake up. Not especially targeted at cosmics fight (heh, pets :| ) but I wanna build a toon able to solo Andrith Ruins (minus Vikorin, obviously). So far, she's doing okay in merc gear. Lacks of survivability and has some energy management issues, but I tested in PTS with endgame gear, it should be ok once geared.

    Distinguished Gloves of Healing : PRE r7, PRE r7, Gambler r7, Severity Core r5
    Distinguished Armor of Freedom : PRE r7, PRE r7, Growth r7, Growth r7

    Gear dependency : High. Base survivability is low and energy management is an issue untill you've got end game gear.

    Cons : Lots of micro management. Pets don't last long (range from 20 to 40 secs) and her main attack (Ego Weaponry) doesn't trigger her form, I need to focus to keep it up with other powers.

    Parseerubii - Pesticlaws DPS

    Inspired by Annah from Planescape:Torment, I wanted to make a Fighting Claws toon some times ago. But I didn't want her to be a simple claw toon, it had to be somehow different. At first I wanted to use Night Warrior, because on paper, it's better than Pestilence but well, I already have tons of toons with NW, but none with Pestilence. So I looked for synergies here and there and thanks to friends, they told me Bite can refresh Bleed and Poison at the same time. Wonderful ! I could make a proper use of Pestilence. Sadly, we are limited on advantage points, and I had to rely on devices for Poison application. Also, I went for Shredded rupture instead of classic Dragon's Claws spam. So I choosed her specs around it. And finally, I decided to go full Armor Penetration since it's part of Pestilence mechanics, and I went with INT PSS. Overall, it's quite balanced. Very good single target damage, and with Pestilence and all the AoE devices, it makes her a very good killer of packs of mobs. She has quite a high burst with Will's of the Tiger Cub + Bladed Fury + Tiger's Bite and can punch nearly 40k damage during Dino DPS check if lucky with crits. Last note : since it's not in HeroCreator, I'm using Bleak Essence device, the device from LadyHawk serial wich is a maintain that has chance to apply Poison.

    Gear dependency :Quite high for all the the devices. I went for Eido secondaries for fun, it's not necessary.

    Cons : Lots of micro management. I don't have reliable sources to apply Bleed and Poison, it's mostly devices and %chance of application. It happens often on long fight such as cosmics that I lose all stacks because I couldn't refresh them in time with Bite.

    Hellebore - Idiots Proof CCer

    Not a very original build, but I thought it would be useful to share a very specialized CCer build. At first, she was planned to be a CCer for Eidolon, back in time CCer was mantadory. For that reason, she was built from the beginning to do only CCing. No healing abilities nor tanking, like many other CCers.

    Mitigating peoples' error during cosmics requires some experience (waking up Dogs during Kiga phase 1, hiting heart during Ape) but can be done with the proper tools. And that CCer has all of those : fast cooldown, long duration stuns (which don't decrease in time if people hit the stunt target), good survivability, long duration CC as a whole too (almost 2 minutes sleep with 8 Manipulator stacks). It helps to be here and there while your target are CCed.

    - She can self pull dogs in support role for Kiga phase 2 (minmaxing avoidance and dodge chance, temporary HP and resistance boost from devices).
    - She's also able to withstand (to a certain degree) large amount aggro messup during Kiga phase 2 by using a proper rotation which never wake up the dogs (sleep + revenancy).
    - She has also been able to stay alive (Masterful dodge, lot of heals from Mental leech + survivability devices) during a tomb wipe while people were regathering quite fast to keep the raid going.
    - She could also interrupt dogs during phase 1 if needed, either one at a time or all at once during zerg.
    - As said in the intro, she can stun hearts long enough if people hit them (up to 35 secs with Arrow Assault).

    What else ? I was using Taser arrow as "DPS tool" before Archery revamp. I had to pick a damaging power to help with score somehow, and I took the Archery combo, which has a damage and speed debuff.

    Finally, I have to note that I'm using Triumphant Recovery as self-rez. Not ideal (long cooldown compared to self-rez powers) but I'm limited in power slot !

    Cons : Well, it's a pure CCer. You can't do anything else with that build. You're build for 2-3 fights in the game.

    Sanglots:

    -Removed Ebon Ruin, since I wasn't using it much and was too energy hungry for that build anyway.
    -Picked Summon Shadows instead. Good synergy with AoED (3 pets criting a lot = win !).

    Gluh:

    - Removed Gravity Driver.
    - Picked Whirlpool instead. I'm loosing Overdrive from Gravity Driver but well, I picked it for theme reason. Less support but more damage (Whirpool scale with her passive).
    - Removed Mental Leech ranks to upgrade Whirpool instead.
    - Changed some specs in Overseer tree (more debuff)

    Battle Exorcist Saadhaka:

    It's been a while I updated her for TT. It's going to be a long list if I write down all the changes, so instead I'll give some of the ideas behind. Remember she still can also CC Ape and OT/Heal TA:

    - Slotted specific TT gear with Dodge chance to benefit from passive healing with Bountifull Resurgence (BCR) with Resurgent Reiki adv when there is a lot of mobs attacking you.
    - Conviction + BCR + Gift of the storm adv gives a nice close range team heal.
    - Conviction + Eternal Spring is another source of passive self heal.
    - Many tools to trigger Sentinel Mastery actively or passively. It means a lot of passive heals for DPS = less switching target stress.
    - Many CC tools to interrupt/hold adds.
    - Sigils of Ebon Weakness used cleverly mitigate a lot of damage.
    - I didn't use Dependency. Beside tank, which I can easily heal with Iniquity + Bio Shield, people are usualy far away from the boss and adds don't live long enough.
    - Didn't use Sentinel Aura, because it's an aggro magnet.
    - I also use Necrullitic Elixir, both for Baron and Teleios usually. I have some Rejuvenating Formula and Healing Device Plus (100% healing team device) in my bags which I can slot before the fight if needed by the situation or by the team.

    Update on Kalen, Open Palm Strike DPS:

    - Changed specs from DEX/STR/INT to STR/DEX/REC for a smoother experience. I'm loosing some armor penetration for greater severity. In practice, it means I'm doing less damage on non-crits hits, and doing more on crits. Also, STR helps out with energy.
    - Removed Chained Kunai for Vicious Cyclone. Kunai had its range too short for that build, and Vicious Cylone allows me to build Knock Resistance on mobs before using Open Palm Strike.

    Added Neon Witch, switchable melee/range TK DPS. I used an old duplicate post to write her. The build is between Kalen and Konoko.

    With the introduction of Personnal Magnifiers and HW little revamp, I had the opportunity to slightly retcon my INT PSS tank, Zehirshei:

    -Removed STR and Aspect of the Bestial for DEX and Form of the Tiger. By doing so, I earned a more reliable form, consequently a noticably better energy management, and slightly better damage overall
    -Removed Moonlight for Brimstone + Lighting rod adv. This gives me a good in theme AoE challenge applier and Aegis buff to help with resistance
    -Increased ranks of Whirlwind Dragon Strike since I removed ranks in my form thanks to magnifier (you had to put ranks in it to look bigger, I remind you). Now, why keeping Whirlwind Dragon Strike instead of Crushing Ruin ? Whirlwind Dragon strike is a better support ultimate for this tank. It's a clickable, and Overpower debuff is applied right away whereas you need to complete the whole maintain with Crushing Ruin : it's more efficient on Dino to help DPS with the check, than slightly increasing my own little DPS for that part.
    -Had to put another confront in my gear to deal with threat issues (very low DPS tank I remind you)
    -Bought some device to help with energy when needed

    Slight update on Cascade, the Force Tank:

    - removed Concentration form since I wasn't using it anymore. I'm always using IDF now, and potential threat issues were offset by adding a Brute Force mod
    - picked Whirlwind instead. I've spoken with some friends, and since this tank is my main tank to do Therakiel Temple lair, they said it was the most valuable ultimate I could use for this content.
    - updated devices and some adv here and there
