  Did you test at PH lasers? Those do fixed damage so it's easier to tell for certain (not that I have any reason to think you're wrong).

  I have a feeling the damage absorption is happening before resistance which means the number will appear lower.

  Tested, and same result. Unslotting passive makes the damage 1271, 32 higher

  Took off all my gear for 0 defense, and same result. Unslotting passive results in 1500 damage.

  Hm, it seems like it has the old dmg shield values still on it, despite what the tooltip states. Looking at the old slotted passive values via Ayonachan's data, at ~175 total in SSs, the old Unstoppable stopped upto 13 dmg at R1 and upto 16 dmg at R3, and that still seems to be the case when testing on the lasers.
