Problem with "Spectometer elimination" & " The old switcheroo" missions [Cannot start em]

While trying to complete lore perks i ran into a problem that locked me out of starting 2 quests.
On Monster Island, in Andrithal, you get a quest called Snaking up the ruins.
during this quest you can drop an item, VIPER Andrithal Expedition Orders .
With this you can move on to do Spectometer Elimination , and then The old switcheroo missions.
Now, the problem, if you GET RID / DELETE / THROW AWAY the item VIPER Andrithal Expedition Orders and complete Snaking up the ruins. The item wont drop from VIPER soldiers in the area again, effectively Blocking you from starting the 2 follow-up missions.
Wanted to know if theres a way to solve this?
