Change "Wall of ice" advantage to PBAoE

Allow frozen footsteps advantage on wall of ice to turn the power into a pbaoe. This is all for theme purposes for ice characters to able to run with a ice wall behind them and doesn't really make sense that it needs a target anyway.

    My suspicion is that it only needs a target because the base power needs a target. Would be interesting to find out if advantage-versions of powers count as different powers in the code and can have different target setups.
