Never played CoX, so I may be off on trying to make a fitting build, though you prob won't be able to do much service to those backpack melee powers regardless. I guess you could substitute a chain power for them, if you want some sort of lashing attack. The Omega Bomb could be like Implosion Engine w/ adv.

Simulating the channelgun will be a mix of SMG for close-up conal AoE, and PBR for longer range single-target dmg. The frag grenade can add some dps on top of either attack, and proc MSA for extra energy. An Active offense like LNL can sub for Aim, while Toxic Nanites seemed fitting for adding some extra venomous dmg to your next attack. I wouldn't normally use Iron Chain here, since it doesn't really jive w/ the rest of the build being ranged- its more just for the theme, but it can CC enemies that get too close, while buffing you briefly. Gears mostly for Int, w/ some Con and Dex.
Yeah the backpack melee stuff is hard to do. I mean One Hundred Hands might work from a RP point of view but then you've added a melee attack to things. I guess it depends on what you want in your character.
Iron Chain is technically classed as melee too. You could go for one of the 'Cyclone' powers w/ the Vortex adv (Iron, Vicious, Lacerating, or Bladed) for wide AoE CC, though they're a bit costly to use and you already have a normal AoE here. It seems like CO doesn't really have a good fit for the backpack attacks, so maybe just take w/e you want in that power slot- the build can function fine regardless of that power.
