I'm trying to figure out how to get the Persistent perk. The one where you have to open the Foxbat wondrous swag bag 10 times. Any help is appreciated.

I have a feeling I'm out of luck though.

    You might be out of luck with that. The specific bag it's referencing was last year's April Fool's prank. The bag opened up to contain itself.​​

    I got it yesterday; it's not too late. Run the Real Foxbat mission; after you fight FoxBat, there's an interactable bag (looked like a comic book to me, at the time) on the patio table on the patio of the 2nd floor of the penthouse. That's the Wondrous bag.

    Edit: I also got the Foxcat yesterday for the first time.

    Yep! For any characters that don't have them, in Foxbat's apartment, on the balcony, you can pick up the infinite Swag Bag from the table, and talk to the resting Stunt Double to receive the Backup - Foxbat that were given away on previous April Fool's.
