Illumination on 100' powers not applying

Star Barrage, the Blinding Light advantage on Eldritch Blast, and the Guide advantage on Will-o'-the-Wisp not applying illumination if used from over 50 feet from target despite nothing suggesting a 50 foot maximum distance for illumination on those powers.
