Not an early leveling build. Last 2 powers can be w/e ya want (Absorb Heat could be nice to add in, for ex). Flashfire and Firesnake can apply/refresh Clinging/Engulfing Flames and help proc Fiery Will in the background, since Incinerate can't do that innately. You can take the Burninator adv on Incinerate for a dps boost (instead of Challenge), though you'll be reliant on using Flashfire and/or Conflag to apply Challenge then. Gears mostly for Con, w/ some Rec for Fiery Will.
Yeah, I recommend Burninator on Incinerate, instead of challenge. Especially now that there is a fire mod that converts damage to threat, making a high dps fire tank is a solid option these days.
Also, if you neeeeeed to shave a point, you don't need Challenge on Conflag. Anywhere you are fighting a group, like off-tanking, challenge on Flashfire should be plenty.
