It'll depend a bit on the role you want to play. Here's a simple Ice dps build as an example:

    https://aesica.net/co/herocreator.htm?v=31&n=&d=15830bNQXPWa00000050005105580057035A00K5035F035E072E03ON0159015601000000000ckr3byR2MGB50000000000&e=

    Super Stats
    Level 6: Ego (Primary)
    Level 10: Endurance (Secondary)
    Level 15: Constitution (Secondary)

    Talents
    Level 1: The Scourge (Con: 10, Ego: 10, Rec: 10, End: 8)
    Level 6: Ascetic (Con: 5, Ego: 5)
Level 9: Boundless Reserves (Con: 5, End: 5)
    Level 12: Daredevil (Ego: 5, End: 5)
Level 15: Quick Recovery (Con: 5, Rec: 5)
    Level 18: Worldly (Ego: 5, Rec: 5)
Level 21: Amazing Stamina (Rec: 5, End: 5)

    Powers
    Level 1: Ice Shards
Level 1: Ice Blast (Rank 2, Hard Frost)
    Level 6: Chilled Form
Level 8: Ice Form (Rank 2, Rank 3)
    Level 11: Icy Embrace
    Level 14: Conviction (Rank 2, Rank 3)
    Level 17: Avalanche (Rank 2, Rank 3)
Level 20: Icicle Spear (Rank 2, Rank 3, Freezer Burn)
Level 23: Rimefire Burst (Rank 2, Rank 3)
    Level 26: Resurgence (Rank 2)
Level 29: Ice Shield (Rank 2)
Level 32: Ice Sheath (Rank 2)
    Level 35:
    Level 38:
    Adv. Points: 31/36

    Travel Powers
    Level 6:
    Level 35:

    Specializations
    Ego: Force of Will (2/2)
    Ego: Insight (3/3)
    Ego: Follow Through (3/3)
    Ego: Sixth Sense (2/3)
    Avenger: Ruthless (2/2)
    Avenger: Round 'em Up (3/3)
    Avenger: Relentless Assault (2/3)
    Avenger: Preemptive Strike (3/3)
    Vindicator: Aggressive Stance (2/2)
    Vindicator: Merciless (3/3)
    Vindicator: Focused Strikes (3/3)
    Vindicator: Mass Destruction (2/3)
    Mastery: Ego Mastery (1/1)

Last few powers can be w/e ya want. Basic rotation is to alternate between Ice Blast and Ice Spear, while using Rimefire for a burst of dmg (does AoE dmg and its cd is reset if the target has Chill and CF from Ice Spear on it). Avalanche can be the main AoE attack. Gears mostly for Ego, w/ some Con and End.

Hey Flow, I've seen you post here a lot helping with builds. I was gonna make a new thread, but considering my question is for Ice as well - figured I may as well continue an Ice thread.

Do you think an Ice DPS / Tank hybrid setup is possible? Respectable damage (enough to not hinder a group) but is sturdy enough or has enough self healing to, at the very least, stay alive through a standard alert as the tank without a dedicated support? Or in an emergency if an actual tank goes afk or what have you.

You can make an off-tank hybrid-dps using something like R3 Invuln (or Regen) and Con SS, sure. You'd have to accept the base dps hit from that sort of setup, though (and/or make a dual passive build and play around that). Example build:

    https://aesica.net/co/herocreator.htm?v=31&n=&d=15830bNQXPWa0000005000510558009A035A00530JK5035E03ON01ER00590356011L005O030ckr3BIR2MGB10000000000&e=

    Talents
    Level 1: The Scourge (Con: 10, Ego: 10, Rec: 10, End: 8)
    Level 6: Ascetic (Con: 5, Ego: 5)
Level 9: Boundless Reserves (Con: 5, End: 5)
    Level 12: Daredevil (Ego: 5, End: 5)
Level 15: Quick Recovery (Con: 5, Rec: 5)
    Level 18: Worldly (Ego: 5, Rec: 5)
Level 21: Amazing Stamina (Rec: 5, End: 5)

    Powers
    Level 1: Ice Shards
Level 1: Ice Blast (Rank 2, Hard Frost)
    Level 6: Chilled Form
    Level 8: Invulnerability (Rank 2, Rank 3)
    Level 11: Icy Embrace
Level 14: Frost Breath (Rank 2, Rank 3, Challenge!)
    Level 17: Conviction (Rank 2, Rank 3)
Level 20: Icicle Spear (Rank 2, Rank 3)
    Level 23: Resurgence (Rank 2)
    Level 26: Masterful Dodge
Level 29: Ice Shield (Rank 2, Rank 3)
Level 32: Ice Sheath (Rank 2)
    Level 35: Thundering Return
    Level 38: Whirlpool (Rank 2, Rank 3)
    Adv. Points: 33/36

    Travel Powers
    Level 6:
    Level 35:

    Specializations
    Ego: Force of Will (2/2)
    Ego: Insight (3/3)
    Ego: Follow Through (3/3)
    Ego: Sixth Sense (2/3)
    Guardian: Fortified Gear (3/3)
    Guardian: Ruthless (2/2)
    Guardian: Find the Mark (3/3)
    Guardian: The Best Defense (2/3)
    Vindicator: Aggressive Stance (2/2)
    Vindicator: Merciless (3/3)
    Vindicator: Focused Strikes (3/3)
    Vindicator: Mass Destruction (2/3)
    Mastery: Ego Mastery (1/1)

Uses Ice Blast to apply/refresh Hard Frost and Chill, Ice Spear for heavier ST dmg, and Frost Breath for AoE and to apply Challenge for threat. If you don't have Whirlpool available, then you can use a diff power of your own choosing there. Only main drawback here is that you don't have much passive knock resist, though blocking well can help mitigate that. Gears mostly for Con and Ego, w/ some End.

If you don't want to use Whirpool you could take Ice Form for times when you want to go pure DPS. I.e. the dual passive approach that Flow mentioned.

Is avalanche r3 better damage than Serrated shards?

It may depend on your build and stat setup, but brief testing for me put R3 slightly ahead when using an EGO/End/Con setup and gearing mostly for Ego (2.5k vs. 2.4k dps, at 43% vs 52% crit). Serrated's higher crit does proc Ice Form's Cold Snap more often, though- for what its worth.

Totally derailing, but is shatter worthless here? Or could you still use it? Would it mean taking frost breath instead of Avalanche?

I'd prob just use Shatter if I wanted to make a build centered on burst AoE, and/or to use its 180-degree cone to tag things w/ Challenge in a tank build. It can work w/ Frostbreath w/ adv and Cold Snap procs, but its more of a niche thing, imo. Avalanche can give high sustained AoE dps for one power slot, and w/o all the setup to optimize Shatter.
