Soul Beam Bonus Curse Damage Not Applying

The 10% bonus damage Soul Beam should be dealing to targets affected by a curse is not currently applying. This is most easily seen by parsing Soul Beam on a test dummy, first with no curses and then with Illuminated applied.

Also tried Hexed and Debilitating Poison with similar results.
