Gadgeteering Overhaul

NEW POWERS

The three following powers are all 50 range "throw a thing" powers, similar to munitions grenade powers that can target hostile or friendly targets. Very short cool downs.

Gray Goo

Target player or enemy, and up to three friendly targets and three hostile targets in a short radius, get one stack of the Gray Goo buff/debuff. They also get a stack of the Saturation debuff. These each can stack up to 3 times.
Friendly targets get increased damage resistance, with each hit they take removing one stack of Gray Goo.
Hostile targets take damage over time for each stack of the debuff on them.

The Ooze

Target player or enemy, and up to three friendly targets and three hostile targets in a short radius, get one stack of the Ooze buff/debuff. They also get a stack of the Saturation debuff. These each can stack up to 3 times.
Friendly targets get healed over time for each stack of the buff on them.
Hostile targets get their damage reduced for each stack of the buff on them.

Chemical X

Target player or enemy, and up to three friendly targets and three hostile targets in a short radius, get one stack of the Chemical X buff/debuff. They also get a stack of the Saturation debuff. These each can stack up to 3 times.
Friendly players get a bonus to their Super Stats for each stack of the buff on them.
Hostile targets have their max health reduced, and are snared. Hostile targets above a certain rank will instead take damage over time.

NOTE about the Saturation debuff. Once a target has 3 stacks of this debuff, it turns into the Saturated debuff on that target, which prevents you from using Gray Goo, The Ooze, or Chemical X on that target for a short amount of time.

My Formula! ( Ultimate )

PBaoe attack that deals particle damage. Detonates every stack of Gray Goo, Ooze, or Chemical X in the radius of effect. Removes every instance of Saturation or Saturated as well.
Each stack of Chemical X detonated causes an aoe damage effect centered on that target. Only harms hostile targets.
Each stack of Ooze detonated causes an aoe heal effect centered on that target. Only heals friendly targets.
Each stack of Gray Goo detonated stuns hostile targets, with the duration being boosted for each additional stack on that target - this can stun targets that can normally not be stunned. Friendly targets have break-free damage applied to them ( allowing them to break out of holds ) and have a shield applied to them.

POWER MODIFICATIONS

Bionic Shielding

Instead of having 5 charges by default, this power now has 1 charge by default, and gains 2 extra charges for every stack of Gray Goo on the target, consuming those stacks in the process. It also no longer applies Bionic Tampering.

Experimental Blaster

All previous effects other than damage removed.
If the target has the Ooze debuff on them, applies Confusion to them, consuming a stack of Ooze.
If the target has the Gray Goo debuff on them, Stuns the target, consuming a stack of Gray Goo.
If the target has the Chemical X debuff on them, applies the Disintegrate debuff to them, consuming a stack of Chemical X.

Sonic Boom Generator

Advantage: Vibrational Sensitivity - If any target has the Ooze debuff on them, they are stunned. Consumes one stack of Ooze.

Toxic Nanites

Now has an activation time. If the target is effected by Chemical X then the damage from this power gains resistance penetration. Consumes a stack of Chemical X.

Sonic Device

Now has an activation time. If the target is effected by Gray Goo then this power paralyzes them instead of stunning them. Consumes a stack of Gray Goo.

Support Drones

Perform increased healing against targets with Ooze stacks on them, with the bonus increasing for each stack.

Munitions Bots

Deal increased damage against targets with Gray Goo stacks on them, with the bonus increasing for each stack.

Orbital Cannon

Gains resistance penetration for each stack of Chemical X on the target, consuming all stacks in the process.

I definitely like the idea of more symmetry/interaction with the powers in the set. The new powers also lets an alchemist/mad scientist concept to be better realized.

Blaster or thrown bomb attack: killer bees! Attack would cause a swarm similar to the pestilence aura and enemies would display the same arm-waving animation they do when set on fire.

I suppose it could work for the "mad scientist" side of gadget, but definitely not for the high-tech side.
    1. Gray Goo being beneficial to allies kind of breaks the theme of what it's actually supposed to be, so it might be better off just being usable on enemies only.
    2. Gray Goo and Chemical X seem like they'd be redundant vs bosses.
    3. Is it a good idea to add more ways to gain damage resistance and/or stat bonuses for players?
    4. Orbital Cannon should probably remain on the high tech side of gadgeteering. Support Drones arguably as well.
    5. The mechanics you've laid out seem like they'd work better as "if [effect is on target] do this secondary thing or apply this bonus" rather than the consuming stacks nonsense. Not every attack in CO needs to consume stacks, so let's branch out and try new things instead of leaning on the same-old. Seems fine for the ultimate though.
    6. Sonic Device (and I assume Toxic Nanites as well) do have an activation time in the form of whichever power is triggering them. As far as I know, the effect is consumed even if the triggering power gets interrupted somehow. Sonic Device could use some proper scaling, though.
(Hopefully) Useful CO Resources: HeroCreator (character planner), Cosmic Timers/Alert Checklist, Blood Moon Map, Anniversary Cat Map, and more (eventually, anyway).

    1. Don't care, it's just a name.
    2. Nobody gonna complain about more damage.
    3. Yes.
    4. They both still are.
    5. Doing something when a target has an effect on them without consuming it isn't new either.
    6. They don't have an activation time, the power that triggers it would have that activation time whether you used this power or not.

Plasma Grenade - Just reskin Frag Grenade to a more tech design. Change the damage to Particle from Piercing, Replace the Bleed advantage with Plasma Burn, replace Armor Piercing with Disintegrate.

Would fit nicely with the Cyber Commando theme that Pulse Beam Rifle has.

    1. Good sci-fi is at least partially grounded in actual science, be it factual or hypothetical. Please don't encourage bad sci-fi.
    2. Doens't your saturation debuff prevent, say, 3 stacks of [Thing A] and 3 stacks of [Thing B] active at the same time? Your wording implies that you either get 3/0, 2/1, 1/2, or 0/3. This means whichever one is "the best" is what people will use and the other will be ignored. If both are equal, then they're just pointless redundancies.
    3. That's not how balance works.
    4. It's inevitable that Gadget will get split due to how bloated it is and how varied the multiple themes that exist within it are. I'd be surprised if it didn't.
    5. The absence of a mechanic does not count as its own mechanic.
    6. Not sure what you're trying to say here.

    1. It's a comic book not a sci-fi novel.
    2. They're not equal.
    3. You asked if I thought it was a good idea.
    4. Disagree.
    5. Still doesn't make "not consuming" new.
    6. I'm refuting the claim you made.
