Balancing CO sets by just doing some set reviews hasn't worked out that well in my opinion. Some sets do fairly similar dps now, but other stuff (even when already reviewed) is still very badly balanced. A few examples that need serious work: HW dps compared to other reviewed melee sets, PA compared to other reviewed ranged sets, melee dps compared to ranged dps.
Full powerset reviews are good for introducing new synergies and such, but simple number balancing should be a more continuous work.

The same can be said with my HW DPS (Which I was able to push to 7.3k DPS on the PTS through testing) while most reviewed sets are well into 9k DPS. That is a massive difference between them.
Of course the difference between Melee and Ranged is hugely big now, To the point that a melee in new starting gear can easily beat ranged (Outside of PA of course) DPS in top end gear.
I'd say either there is two ways to fix this:
Melee DPS should be brought down in line with HW and PA be brought down in line with other ranged sets.
Or
Ranged to be brought up in line with PA while HW brought up in line with other Melee sets.
Also the ranged vs melee disparity still makes sense. I feel it every time I switch from a ranged to a melee. Fair is fair.
It makes sense to continue bringing underperforming sets up to the current working baseline, rather than trying to redefine the baseline halfway through. Don't switch horses midstream and all that.

In some ways yes, in some ways no. Some melee sets have distinct advantages against "chaff" that ranged sets don't. Again, remember, it's not just about damage output. It's not just lowering the health bars, but how you can go about it. I know some people only care about the numbers and are blind to everything else going on around those numbers.
