Um, there's plenty of that type of stuff..... an overabundance really.
Too much of that draws from visual references no more recent than the ‘80s. Terminator, RoboCop (Verhoeven, not Padilha), ‘80s after school cartoons, pulp sci-fi, sure. We got plenty. Elements from sources like Elysium, Ghost in the Shell (any version*), Deus Ex, or Titanfall 2 are few and far between.
*: Not that I want to suggest Sanders’ live-action GITS for it’s cringe-worthy plot, but the visual design is relevant here.

I agree with you, but what we do have can easily simulate the image the OP pasted (not exactly, of course)..... apart from the over the shoulder cape.
We still have an overabundance of tech stuff....as a whole.
You can make a reasonably passable facsimile by using some large shoulder pad to simulate the cape on one shoulder, using the same material and color as the cape, of course, or maybe some aura that only affects the back and shoulder (I don't know if there is such a thing; most of the segmented auras I've seen are some kind of shiny effect, nothing that looks like cloth).
Why would anyone want to replicate such a horrendous design, though, is a whole other story.
