Children who have access to their parents credit/debit cards have been let down by their parents IF it is not controlled spending.

You cannot blame a lack of discipline from parents and/or guardians / carers as a reason why children who are underage are gambling in online realities.

Whilst the nature of lockboxes can be addictive, the underage child in question would need to have authorization (or is stealing) from those who control the cash flow.
