Would the idea of daily patrol missions be something that dev could give us one day?
Since much of Millenium City is empty space this could be filled with patrol missions. What could happen is Defender send you out to response to X number of events that spawn at random through out the city. So a hero would need to actively search the open world. These event would include the bank robbery, building fire, hostage rescue, car chases, and a nemesis rampage are some examples of thing a hero would need to patrol for.

This would be neat for Vibora Bay, since we currently don't have much of a reason to go there once we're capped, and that's also an urban setting.
