Muni/DB Off-tank; Help!

Edit: I don't know why I put both FotT and Chilled Form, I meant to only include FotT.

Hey guys! I thought I'd try my hand at making an endgame Off-tank/DPS build that was as thematic as possible for one of my toons while still being a viable build for endgame. I've never made an off-tank build, and I don't often play melee-based toons so I'd like some feedback! The toon uses a mix of dual pistols/blades with a bit of force mixed in to look like telekinesis.

Some questions:
  • I went for STR PSS over DEX PSS to boost defense and melee damage, but I'm not really sure what I should do about that. Should I flip them, and if so why?
  • Do off-tanks generally have two passives I.E. one for tanking and one of DPS? I put Invuln there for the mean time, but wouldn't mind switching to a DPS-based passive if that'd be better.
  • How're specs looking? Any changes?
  • How should I gear with this build? More dex-focused, confrontation mods, etc?

Sorry for this mess of a build, any help/revisions would be greatly appreciated. Thank you!

    Juggernaut is still good defensively w/ Con SS'd, so for an off-tank I may keep that setup. Going for dual passives is just up to you, but it can work out fine. You could even get 2 gear sets if you wanted to further differentiate dps vs. tanking.

    If switching between off-tank and dps, you don't necc want all of your main attacks to have Challenge. I kept Burst Shot and Bullet Ballet w/o the adv, so you can dps w/ them (BB can also AoE when close up). You can throw Holdout Shot and/or EotS in there to put up Challenge, and you can AoE tank/dps w/ EotS if you choose (restart it about halfway for more dps, fully channel for maxing its dmg shield). The build won't be optimal for either role, but should be able to function at either of them decently. Gears mostly for Con and Dex, w/ some Rec for KI and energy.

    Thank you, Flow! Out of curiosity, how would you change the build if it was to be purely for off-tanking purposes?

    You could get rid of the dps passive (NW here), put Challenge on BBallet, and maybe change Vind spec for Protector (though Vind's Aggressive Stance works pretty well w/ large offense bonuses like the Justice 3-set, if available). The open power slot can be for w/e, depending on ur prioritizes (a lunge, CoPD, Nanobot Swarm, an AO, an ult, etc). You'd also want to gear for more Con for tanking.
