  I don't remember the number but it is a significant amount and is worth using.

  As I recall, 10% in the block layer. Whether it's worth not being able to rank your block to 3 depends on the rest of your build and what you plan on doing. It's not terribly good for current meta tanks (then again, no PA is) because you're expected to block any significant attack.

  PA tanks are the one type of tank where it might actually be useful since they can't use other heals as easily as other tanks. You know, in the other 95% of the game that isn't Cosmics ^_^
  
  btw mobilus in case you weren't aware "in the block layer" means it's an actual 10% reduction that doesn't get diminished by the rest of your defense. the good stuff owo

  It can be rather useful in combination with Reconstructive Circuits which will trigger it. Generally you do not need Rank 3 on that shield if you have a tanking passive.
