Most forms should be affected by a 4-second internal cooldown on stacking. Form of the Tempest and Form of the Tiger seem to be exceptions but I don't expect them to stay this way for much longer with incoming revamps.
They stack quickly because they haven't been revamped yet. when Dual Blades and Fighting Claws get their pass, expect for these toogles to stack like other forms.

Form of the Tiger stacks after at least half charging an attack, everytime.
Form of the Tempest stacks a crit happens, everytime.
So, those are what they do.

On some quick tests with Pulse Beam Rifle and Power Armor toggles, I'm not seeing Form of the Tempest stack on every crit. Best I can tell, the internal cooldown for its stack appears to be about a second shorter than the internal cooldown for its energy return (roughly 3 seconds, versus roughly 4 seconds). Anyone seeing different results?
form of the tempest -does NOT- stack on every crit, it has an internal cooldown, but it has a chance (which increases with rank) to gain -an additional stack-
