[QoL] Update powerframe buff utility cores to state what powers they Currently Enhancing

With the Majority of the powerframes getting their respective buff cores I would like to see the Buff Cores' Description being updated to use the Currently Enhancing description, similar to Depleted Uranium Core, but stating exclusively their respective powers which the player is using

This is what currently the tooltip which Depleted Uranium Core provides
DUC will tag as Currently Enhancing ALL offensive powers


as you can see the character is using it has a variety of powers from Single Blade, Gadgets, Heavy Weapons and Archery

and this is currently the powerframe buff utility cores provide (Pictured: Jack Fool's Blade)

Obviously the Core buffs exclusively powers from the single blade powerframe but the description is poor
a player not familiar with the powerframe system won't understand

With what I have in mind an Updated Buff Core description will provide the following information

If the player is having Single Blade powers equipped, the core will make sure to inform what particulars powers are being buffed
another example: If the player is using a theme build with variety of attack powers and only Two Gun Mojo from Munitions, ASCII’s Precision will state that only TGM is being buffed

Basically, similar Tech with the description Energy Unlocks use to state what powers they currently trigger (Example: Killer Instinct, Steadfast e.t.c)

The reasoning of this Quality of Life suggestion is to give more information to the players and Help unexperienced players know what exact powers in their powertray the core is Enhancing

Another reason for this suggestion is to reduce the fear of powers not being tagged correctly with the release of new Buff Cores since there have been oversights (like Hyper Voice not being tagged from Ripper's Rage despite being a Might power)​​
