I want to make a dual passive power armor like guy that can be dps or tank

The powers don't have to be from the power armor set just something that could look like power armor attacks. Preferably ranged attacks. And then I want to be able to switch from tank build to dps build. How I go about this I am not sure. It can be any ranged power that doesn't require a weapon to use. This may not be a good idea or make an unplayable guy so if a good hybrid build would be better I would take that too. Thanks for any help and habe a great day.

    I guess you could try taking non-slotted PA for a dual passive build, since its easier to use and doesn't have as high energy requirements:

    Threw TStrike in there to proc MSA and for Challenge for extra threat when tanking. Chest beam taps can debuff to boost the dmg of Tac Missiles (for single target) and Rocket Punch (for AoE), and EWave can help clump up mobs (and tag for Challenge in AoE). Gears mostly for Int and Con.
