Misc

The Nightmare Event is over, the vendor will stick around 1 week.
February's sub reward is the Feather Cape costume.
Fixed a bug where the female basic mantle and cape wrinkles didn't quite line up.
Fixed a bug where the feather tunic was absent from the Feather Armor costume.

I looked into Eido a couple weeks ago and whatever is causing his unusual behavior is unfortunately not apparent, so it will likely be some time before I can go digging and see what's causing the issue.

i found a small text bug with the Dark Illusion mod...no idea how long it was there as i only just now paid attention to the new NI mod's descriptions

it says '9.2% of you Dark typed attack damage', when i think it's supposed to be Dimensional like Maniacal Laughter...also, i don't think 'typed' is grammatically correct

It might be a buggy player power or device, he sometimes goes completely normal for an extended period. We don't know what it is if so, though.

My favorite toon in City of Villains wore a feathered cape. I have it on the CO version of the character now...the nostalgia is powerful...THANK YOU SO MUCH FOR THE FEATHERED CAPE!!! First the spiked collar, now the feathered cape, now just fix it so Gadgeteer powers has the Pulson RF pistol skin (currently usable in Munitions powers) and my joy will be overwhelming. But right now, I'm so happy with this new costume addition! And it comes in two other patterns! Awesome!

Some combatlogs may help. I have an idea what's going on, I just don't know why it's happening to him and not anything else.

Yeah I've only seen the interruption happen on 2nd, 3rd, etc attempts - when Kiga's rotation gets messy. I have not observed any storm interruptions during any 1st attempts. We would likely see otherwise if it was a player power and not Kiga interrupting himself.

I can say that after the 2nd Kiga run today, I witnessed Kiga beginning to charge his Ice Blast then stopped to Tomb someone instead. It's just kinda weird when he does that, breaks the rotation of a Tank at times.

Bug:
Feather Cape doesn't unlock account-wide

I have been able to repeat getting it from the vendor for other toons so that's an easy workaround atm, pretty sure that's not how it was intended though.

I have those. Can dig them up once I get the chance. Re:not happening to anything else, Medusa (in TA) has been known to periodically not follow up and summon orbs after casting her big pink aoe. It reminds me of Eido not following up to cast the buff with the blue icon after he holds everyone and puts up the shadow crystals.

That one happens reliably if she loses her target, and I'm pretty sure it also happens in Eido, though hard to trigger during a red phase (maybe using a threat wipe when he's charging his aoe hold), I think I've only seen it during a green. Doesn't seem related to this bug, though.

Why not just revert Eido back a patch or two on live and leave the bugged version on PTS?

Well.... That sounds possible. I think every time I've seen a storm abruptly stop it's right before someone gets tombed. It would have to be that Kiga can change his mind about what he wants to do WHILE charging the storm AoE though, since casting tomb after the storm has finished charging doesn't stop the storm.

The one dino run yesterday people were saying they were getting paralyzed at random, sometimes at the start of a DPS check.

He can certainly abort his charged blast attack, I've seen it happen multiple times, so aborting the storm would not surprise me.

The Feathered Cape does not appear to be unlocking for every character on my account. Every character I've logged in with is still able to buy it as opposed to having it already unlocked since the first purchase.

Bug: Feather Cape doesn't unlock account-wide

I'm betting the unlock is loaded as a costume-unlock device, rather than a simple costume unlock (such as one from the Z-store). Jumping on to confirm, and I'll be right back!

I experienced that too; thanks for fixing it. Just a note; if you run into players who can't get to the cape, let them know that you have to load a regular cape first, then add the feathered as an attachment - I tried to go directly to it at first and of course had no luck. It's a pretty nice looking cape, btw.
