Let's be honest, toggled forms are becoming too stale. A majority of them simply just boost Ranged or Melee damage. And most of the new forms rely on harder conditions to fulfill than the earlier forms. The goal of this suggestion is to give all of the forms a unique place and situation where they are all viable, as well as adding possible new forms for the future.
I will be organizing this via powersets and splitting posts for each set type (Projector, Technology, Martial Arts, Mentalist, Brick, Mystical). And yes, some forms already available might not be changed.

I like the idea of the "non framework" forms. I wonder how that would be implemented--maybe tag them with every power framework?
I think it would be cool to have a few non-framework passives, too. I've often wanted a personal-only version of AoPM, as a sort of generic "super person" passive.
I can see you put a lot of thought into this, however that's still just a rebranding of the same bloat we already have. Instead, why not take the lean approach, and just have a few forms that cover all the basics:

i'd go with the above too, if only because it's got to be far less strain on the engine calculating stack conditions across 8 forms x 50 players than 20-30 forms x 50 players

That sort of thing would have a minor if any change on performance really. Each form would wait for a condition to be met, and if it is, then it stacks the form. The amount of different forms wouldn't really do much for/against performance aside from calling to different effects when the trigger happens.
This feels more like a case where I'll say More is More rather than Less is More... I'll be honest though, I'd much rather murder Toggled Forms altogether and ease up the DR effects on our stats. That way if we wanted particular strengths, we would only need to invest in the stats providing them instead of some awkward mix of stats to improve a form.
While I do like the idea of consolidation, I think I'll continue preferring the mass of extra forms. I think it makes a lot more stat combinations viable for more roles as well as lets players take more consideration into the secondary effects the forms can provide. And if people don't like the more unique forms, there are still the more generic options.
