We Need Better On-Game Tutorials For The Mods

I still don't know why on when he get out first slot item from a quest that we do in Westside, that we're asked to do a task involving mods and the last part of that task somehow winds up being incomplete because when you sit there to think you followed through the tutorial given to you, nothing happens. This game can do without the mods, it's nothing but run-arounds and wild goose chases that keeps you from getting the last part of the task completed. Unless I am missing something, which I have lost patience in.....I think this game needs to go in a different direction, this "mods" stuff is nothing but an endless amount of confusion.
