Ice Cage as an Interrupt?

Can Ice Cage w/sub-zero cell block work as an Interrupt on Kiga's dogs? If not, what are other suitable ranged interrupts?

    Yes, it works. I practiced it during Phase 1 with my Glacier all the time. Just never cared to dog pull before I retired him.
