Go with an Int primary for a magic based DPS build. It'll offer you defense penetration and both Conjuring and Spellcaster scale with it.
Hex of Suffering will debuff resistance to magic by -18% right out of the box, and any time you attack something with Soul Beam that's cursed (HoS is a curse), it does an extra +10% damage.
Both Pillar of Poz and Illumination are powers with quick recharges that can be used to buff yourself to get another +10% damage out of Soul Beam. They also both trigger the Conjuration energy unlock and grant stacks of Spellcaster so, if you alternate cursing with HoS and enchanting with PoP of Ill, you'll build up stacks of Spellcaster very quickly. It'll also almost guarantee you constantly get the full extra out of Soul Beam.
Aside from that, make sure to take a block early. I have a baby mage I've been leveling that uses what I outlined above, and you're going to agro nearly anything you hit if there isn't a geared and specced tank on the team with you.

Eld Blast isn't strictly needed here, but it can help debuff/CC and gives you a cheap & early long-ranged attack before Soul Beam becomes more manageable. Uses the Wisp whenever its available to apply Hexed and Illumination, and channels Soul Beam for single-target dps, or uses Skarn's (or Star Barrage) for AoE. Pretty straightforward overall. Gears mostly for Int, w/ some Con and Dex (and maybe some extra Rec when leveling).
