Dr. Yin Wu, aka the Dragon Mandarin, is the premier sorcerer of the Orient, and one of the most powerful in the world. He's a master of Taoist sorcery as well as Chinese alchemy. Over a thousand years ago he discovered the greatest alchemical secret, the Pill of Immortality. Yin Wu has for centuries maintained his base of operations in a castle in China. The Chinese government has attempted to dislodge him from it many times, but the Doctor's magical wards and army of supernatural monsters has so far thwarted them. Yin Wu also maintains residences in Chinatowns around the world, to which he can travel magically via ley lines when he wants a change of scenery. His foremost servants are his "Four Sons of the Dragon," accomplished martial artists with enchanted weapons: Copper Spear, Golden Axe, Iron Whirlwind, and Silver Hand.

Dr. Yin Wu despises the modern world and Western culture. He aspires to seize control of China and return it to an imperial form of government with himself as Emperor, and to make China preeminent in the world. One of his key current plans is to recreate the legendary Jade Mirror of Transcendence, which will enable him to reshape the reality of the Earth to match his vision.

Although the Dragon Mandarin is a megalomaniacal villain, he does have a strong code of honor. He won't break his word once given, will honor any truce he agrees to, and treats even his enemies cordially if given the respect he considers his due. Yin Wu gives generously to the poor (Chinese), and is a devout follower of the Chinese folk gods. He is also the senior member of the Watchers of the Dragon, the group which monitors the activity of the embodiment of evil called the Death Dragon, and which runs the periodic Tournament of the Dragon to find the greatest fighter in the world to combat the Death Dragon.

Dr. Yin Wu and his Four Sons are described in detail in Champions Villains Vol. 1: Master Villains for Hero System Sixth Edition; as well as in a dedicated PDF booklet for Fifth Edition, The Dragon Mandarin.

There's one other note about Dr. Wu which is mentioned offhandedly in his write-up, but might make for an interesting story or character background: while his Four Sons of the Dragon serve him directly, Yin Wu has married many times over his long life, and has had numerous children. He almost always sends his children away, though, and knows little or nothing about them or their descendants.

A bitter enemy, yes. As senior Watcher of the Dragon, Wu is committed to preventing the manifestation on Earth of the Death Dragon, which the Cult of the Red Banner worships as a god and is equally committed to freeing. Their forces have clashed many times.

There have been several occasions in which Dr. Yin Wu has aided superheroes, openly or covertly, when it involved a threat to the whole world. He's one of the few canon villains heroes can make an agreement to work with, and not fear being betrayed the moment their backs are turned. Of course once the agreement comes to an end, all bets are off.

Oh, and Yin Wu is also a very accomplished martial artist. Not quite "super" level, but anyone who thinks they can take down this older-looking man in a physical fight is in for a nasty surprise.

Def sounds a lot like a mix of the attributes of Mandarin and Dr. Doom.
