So the only thing not working are the players. Which is the main reason of "this stuff is broken".
It's more that players have no real motivation to really engage in the pvp aspect of the system. The "collusion" is really just people realizing that the most optimal way to play the system is a "I scratch your back you scratch mine" sort of system where everyone benefits. The players are working just fine and are doing exactly what one would expect of them, given the situation.
Dev time is a zero-sum game. Work on one project means no work on another. There are so many things I would rather see before this (such as the rework of each power set, lair revamps), that I think it would be pushed off into the indefinite future.
Lets customize Nemesis henchmen, fix Nem weapon skins, and add more Nem powersets... INSTEAD OF BELCHING OUT LOCKBOXES EVERY FEW WEEKS.

Lockboxes have all the cool costumes... on a ridiculously low droprate, so you spend as much money as you can to get them. So of course they're gonna make lots of those.

Didn't spend a dime to get Cybernetic, Futuristic, and Alien Armor in their entirety. *shrug*
Like I said, I don't love lockboxes, but businesses gotta make money. Cryptic keeps the lights on, and I get cool stuff.
Devs should take '6 months of fixing Nemesis System and doing nothing else'. Like they had once? few? years ago when they did 'few moths of fixing bugs and nothing else' period. No /jk.

A cheap and easy compromise until dev-time can be dedicated to the nemesis system may be to allow for more of the in-game enemy groups to be usable as nemesis minions, such as Viper or Foxbattlebots. The assets already exist so (I assume, I'm not a dev) it wouldn't be a major job to implement and players would have that much more variety available.

Agreed, i'd add Cobra Lords to my nemesis since they aren't in any of the alerts.
So, I take it that the Nemesis system still hasn't been updated with the newest power sets and the same level of customization of player characters in ever, right?
The devs have said on a variety of occasions that there are no plans to do anything with the Nemesis system. It just is what it is.
Won't stop anybody from continuing the make suggestions about it, and we all just need to accept that. Also, devs have changed their minds before. Still waiting for that dang crystal ball to come back from the shop...
At this point I would settle for them just adding basic existing designs, as touched upon earlier.
Add "Biker Gang" minions using Cobra Lord skins, "Agent" skins using Viper models, "Power Armor" and/or "Cyborgs" using Argent, that sort of thing.
Put all existing groups into the nemesis system so that people could use Gadroon or PSI or whatever as nemesis minions.
Even without the official title of being Viper agents, if an RPer wants to work Viper into their personal story then they could make a nemesis or nemeses that use "Viper Agents" as henchmen.
Sure, people can suggest it, but they do need to be reminded what the devs have said about it. I'm now scratching my head (is there an emote for that?); when have the devs changed their minds on a big ticket project? I honestly can't think of one, but perhaps they have.

One of the biggest issues with the original post is that it isn't four types of minions. It's six and only four are displayed. This actually leads into one of the biggest bugs of the Nemesis system (a bug that I feel that fixing would be a "killing two birds with one stone" type situation but I'll worry about that in another post). However, I have a bit of theory that despite all the holes in the Nemesis system, our not being able to create minions might be deliberate. I say this since some available Nemesis minions are partial or even complete rips of existing enemy groups but use different colors than the default. I get the feeling it's a non confusion setup considering others in the open world may have missions involving mainline enemies. Don't get me wrong, I'd love to be able to create my own Nemesis minions. It's just that I feel part of it might be working as intended.
