Ice barrier's cooldown isn't working properly.

When i use ice barrier it starts a cooldown, when the cooldown runs out and i try to use ice barrier again, it will play the animation for
the ice barrier power, but there will be no ice barrier, it will then reset the cooldown as if i've used ice barrier, when there is no ice barrier present.

    It doesn't always show the time properly. But the actual cooldown time is respected. Easiest way to see this is to use Ice Barrier with an Active Offense since they have the same cooldown time (assuming no AO/AD cooldown specializations). If Ice Barrier looks like it's off cooldown while the AO still has some time to go, then it's not going to fire off; you'll get the activation animation but no Ice Barriers. It'll also "refresh" the timer display to display the proper cooldown remaining.

    Shoddy workaround aside, still needs to be fixed.
