An energy form is a type of buff your character can use to improve itself in some way. Most of them are under "slotted passives" in the Powers List in the Powerhouse, but not all slotted passives count as an energy form. In the Energy Projector set, for example, Personal Force Field is a slotted passive but isn't an energy form. The other passives listed there--Electric Form, Fiery Form, etc.--are specifically labeled energy forms at the end of their description, and each one increases that type of damage significantly and generate energy as they stack. As you might have noticed, they can't be used with a defensive passive because you can only have one slotted passive at a time (though you can have different ones in different roles if you're freeform).
Confusingly, there are also "Form" powers like Inertial Dampening Field and the Martial Arts toggles. These go on your hotbar and can be turned on and off; IDF can be used at the same time as an energy form or defensive passive.
A few click powers also are called energy forms. Circle of Arcane Power (which generates energy over time) is listed as one--it's a click power, so it can be used as any click power regardless of your passive and toggle, so far as I know. The other circles in that list don't affect energy and are not called energy forms; they're buffs.
Some active offenses (Ego Surge, Ascension, Shadow Shroud, Electric Sheath) also are listed as energy forms, but they are also clicks. Ego Surge increases your ego stat, Ascension grants flight and heal strength, Shadow Shroud grants energy when you're hit, and the elemental active offenses affect your equilibrium or power cost or whatever. (Other active offenses, like Intensity from Martial Arts, only affect damage and are not listed as an energy form.)
Considering the descriptions aren't always complete, that's the best I can do for now. Hope it helps at least a little.
Thanks. So 'energy form' is yet another category of buffs? Can't certain powers cancel energy forms? What does this mean?
That, unfortunately, is something I don't really know about, though I have read that in power descriptions. I've never seen it actually happening in the game, which is not the same as saying it doesn't happen--just that I haven't seen it. Hopefully someone else will know more.
Afaik, the only existing external interaction w/ EFs is that Force Cascade consumes and disables them for a time (to reduce its cost greatly). In the past, Skarn's Bane could temporarily remove buffs like some EFs, but that's no longer the case. Otherwise, they are just another classification of buffs that's perhaps a bit outdated.
Gigabolt used to do... something... with energy forms as well.

But "stacking" doesn't actually do anything special for them. They're just buffs with special tags that let Force Cascade remove them.
