Help a returning oldie come up with something workable?

I played this game waaay back when it first came out and have decided to pick it up again. But with so many powers(ets) added, tweaked and/or removed I don't know where to start!

What I've come up with is a high-tech combat android. While fluff-wise this character probably makes more sense as a Melee/Melee-Hybrid DPS, I'm probably going to go ahead and make them a Tank just for practicality's sake.

Primary weapon is a sword (Laser Blade or Single Blade, I'm not really too picky here) supplemented with an Energy Cannon (Power Gauntlet and/or Hand Cannon) and possibly a few kick moves if it's reasonably practical to add them.

And advice/suggestion on how to best turn this concept into reality? I'm okay with not being 100% super-optimal, just as long as I can do my job.

Hm, could try this variant on a Laser Sword tank:

    (Unnamed Build) - Freeform

    Super Stats
    Level 6: Constitution (Primary)
    Level 10: Dexterity (Secondary)
    Level 15: Intelligence (Secondary)

    Talents
    Level 1: The Glacier (Con: 10, End: 10, Dex: 8, Int: 10)
Level 6: Covert Ops Training (Str: 3, Dex: 3, Con: 3, Int: 3)
    Level 9: Acrobat (Dex: 5, Con: 5)
Level 12: Healthy Mind (Con: 5, Int: 5)
    Level 15: Coordinated (Dex: 5, Int: 5)
Level 18: Quick Recovery (Con: 5, Rec: 5)
    Level 21: Impresario (Dex: 5, Rec: 5)

    Powers
    Level 1: Power Bolts
Level 1: Lightspeed Strike (Rank 2, Particle Acceleration, Challenge!)
    Level 6: Invulnerability (Rank 2, Rank 3)
Level 8: Form of the Tempest
    Level 11: Conviction (Rank 2, Rank 3)
    Level 14: Molecular Self-Assembly
Level 17: Cybernetic Tether (Recharge, Download)
Level 20: Energy Wave (Reverse Polarity, Recharge, Challenge!)
    Level 23: Resurgence (Rank 2)
Level 26: Dragon Kick (Rank 2)
Level 29: Luminescent Slash (Rank 2, Rank 3, Challenge!)
Level 32: Ego Surge (Nimble Mind)
    Level 35: Energy Shield
    Level 38: Rebirth
    Adv. Points: 33/36

    Travel Powers
    Level 6:
    Level 35:

    Specializations
    Constitution: Unyielding (1/2)
    Constitution: Fuel My Fire (3/3)
    Constitution: Resilient (2/2)
    Constitution: Adrenaline Rush (2/2)
    Constitution: Armored (2/2)
    Warden: Fortified Gear (3/3)
    Warden: Slaughter (2/3)
    Warden: Ruthless (2/2)
    Warden: The Best Defense (3/3)
    Vindicator: Aggressive Stance (2/2)
    Vindicator: Merciless (3/3)
    Vindicator: Focused Strikes (2/3)
    Vindicator: Mass Destruction (3/3)
    Mastery: Constitution Mastery (1/1)

Gears mostly for Con and Dex. Int SS is for MSA. Could also try R1 Defiance as the passive w/ the special adv on Lume Slash, due to the extra energy, though Invuln doesn't require stacking and works well against small-medium hits.

Leveling this might be kinda bla, so you could use Legacy Code on Lightspeed Strike and take Enrage at level 11. At lvl 20, you can dump legacy code for Particle Acceleration. Alternate between Lightspeed combo and lum strike.

You could switch out Power Gauntlets for Chest Beam and use that for your damage debuff. You wouldn't need Particle Acceleration on Lightspeed strike and could go R3 or use Legacy Code. If you do that, then you can level using Legacy Code, take Enrage at lvl 11 and not worry about doing a respec.

If you don't care for Energy Shield, you can also take Laser Deflection which has the same type of 3pt advantage for defense while attacking. There is also Parry and its 3pt advantage under MA which gives some kicking animation action.

You can buy Meltdown on the Auction House or in whatever lockbox it's in. If you don't want to do that, Implosion Engine or Fire All Weapons. Or whatever you want.

Divide your stats between Str and Con. Str is what gives you damage and energy from Enrage. Con gives you healing from Endorphin Rush and defense from Juggernaut. You shouldn't need to bother with End outside of what superstats and talents give you.

    (Unnamed Build) - Freeform

    Super Stats
    Level 6: Strength (Primary)
    Level 10: Constitution (Secondary)
    Level 15: Endurance (Secondary)

    Talents
    Level 1: The Rockstar (Str: 10, Con: 10, End: 10, , Rec: 8)
Level 6: Physical Conditioning (Str: 5, Con: 5)
    Level 9: Bodybuilder (Str: 5, End: 5)
Level 12: Boundless Reserves (Con: 5, End: 5)
    Level 15: Relentless (Str: 5, Rec: 5)
Level 18: Quick Recovery (Con: 5, Rec: 5)
Level 21: Amazing Stamina (Rec: 5, End: 5)

    Powers
    Level 1: Laser Edge
Level 1: Lightspeed Strike (Rank 2, Particle Acceleration, Challenge!)
    Level 6: Lightspeed Dash
    Level 8: Invulnerability (Rank 2, Rank 3)
    Level 11: Unified Theory
Level 14: Inexorable Tides (Rank 2, Rank 3)
    Level 17: Enrage (Endorphin Rush)
Level 20: Luminescent Slash (Rank 2, Rank 3)
    Level 23: Conviction (Rank 2, Rank 3)
Level 26: Energy Shield (Laser Knight)
Level 29: Power Gauntlet (Rank 2, Rank 3)
    Level 32: Masterful Dodge
    Level 35: Meltdown (Rank 2, Rank 3)
    Level 38: Lock N Load
    Adv. Points: 36/36

    Travel Powers
    Level 6: Athletics
Level 35: Jet Boots (Rank 2, Rank 3)

    Specializations
    Strength: Swole (2/3)
    Strength: Physical Peak (3/3)
    Strength: Brutality (2/2)
    Strength: Juggernaut (3/3)

    Warden: Fortified Gear (3/3)
    Warden: Slaughter (2/3)
    Warden: Ruthless (2/2)
    Warden: The Best Defense (3/3)

    Vindicator: Aggressive Stance (2/2)
    Vindicator: Merciless (3/3)
Vindicator: The Rush of Battle (2/3)
    Vindicator: Mass Destruction (3/3)

    Mastery: Warden Mastery (1/1)
Strength Mastery works too. Whichever you like more.

At risk of this being a necro:
I decided to go with my own build, but kept both of yours in mind if I needed to change. I'm at level 25 right now and here's what I've got so far:
    Super Stats
    Level 6: Constitution (Primary)
    Level 10: Strength (Secondary)
    Level 15: Intelligence (Secondary)

    Talents
Level 1: The Cybernetic Warrior (Con: 10, End: 10, Int: 10, Rec: 8)
Level 6: Covert Ops Training (Str: 3, Dex: 3, Con: 3, Int: 3)
    Level 9: Paramilitary Training (Str: 3, Con: 3, Rec: 3, End: 3)
Level 12: Field Ops Training (Con: 3, Int: 3, Ego: 3, Rec: 2, End: 2)
Level 15: Body and Mind (Str: 5, Int: 5)
Level 18: Healthy Mind (Con: 5, Int: 5)
Level 21: Physical Conditioning (Str: 5, Con: 5)

    Powers
    Level 1: Laser Edge
    Level 1: Power Gauntlet
Level 6: Laser Deflection (Rank 2, Data Conversion)
Level 8: Lightspeed Strike (Particle Acceleration, Legacy Code, Challenge!)
    Level 11: Defiance
Level 14: Dragon Kick (Accelerated Metabolism) (Because for some reason Hero Creator doesn't let you add "Challenge!" to this.)
    Level 17: Enrage (Endorphin Rush)
    Level 20: Conviction (Rank 2, Rank 3)
    Level 23: Luminescent Slash (Challenge!)
    Level 26:
    Level 29:
    Level 32:
    Level 35:
    Level 38:
    Adv. Points: 19/36

    Travel Powers
Level 6: Jet Boots (Rank 2)
    Level 35:

    Specializations
    Constitution: Unyielding (2/2)
    Constitution: Fuel My Fire (3/3)
    Constitution: Resilient (1/2)
    Constitution: Adrenaline Rush (2/2)
    Constitution: Armored (2/2)
    Protector: Fortified Gear (3/3)
    Protector: Bulwark (2/2)
    Protector: Exhausting Strikes (1/2)
Alternate between Lightspeed Strike & Dragon Kick for groups and targets I want to stunlock, spam Luminescent Slash with the occasional Lightspeed Strike (to keep Disintergrate & Enrage going) for bosses or enemies I just want dead now, use Conviction whenever it pops up. Probably going Warden for my final Spec, and and assuming I do so it's probably going to be the one I master too.

Thoughts? In particular, what other abilities should I get? I was thinking an Active Defense, and possibly a Lunge and/or Particle Wave to pull enemies in, but that still leaves 2-3 slots free.

Well, if you want to go down the Defiance + Enrage route, here's one possibility:

    (Unnamed Build) - Freeform

    Super Stats
    Level 6: Strength (Primary)
    Level 10: Constitution (Secondary)
    Level 15: Intelligence (Secondary)

    Talents
Level 1: The Hero (End: 6, Rec: 6, Other Stats: 8)
Level 6: Covert Ops Training (Str: 3, Dex: 3, Con: 3, Int: 3)
Level 9: Physical Conditioning (Str: 5, Con: 5)
Level 12: Healthy Mind (Con: 5, Int: 5)
Level 15: Body and Mind (Str: 5, Int: 5)
Level 18: Quick Recovery (Con: 5, Rec: 5)
    Level 21: Relentless (Str: 5, Rec: 5)

    Powers
    Level 1: Power Bolts
Level 1: Lightspeed Strike (Particle Acceleration, Legacy Code, Challenge!)
Level 6: Cybernetic Tether (Recharge, Download)
    Level 8: Defiance
    Level 11: Enrage (Endorphin Rush)
Level 14: Particle Wave (Bad Footing, Challenge!)
    Level 17: Molecular Self-Assembly
    Level 20: Conviction (Rank 2, Rank 3)
Level 23: Dragon Kick (Rank 2, Accelerated Metabolism)
    Level 26: Resurgence (Rank 2)
Level 29: Luminescent Slash (Rank 2, Rank 3, Challenge!)
Level 32: Energy Shield (Laser Knight)
Level 35: Ego Surge (Nimble Mind)
    Level 38: Power Gauntlet (Challenge!)
    Adv. Points: 34/36

    Travel Powers
    Level 6:
    Level 35:

    Specializations
    Strength: Swole (3/3)
    Strength: Physical Peak (2/3)
    Strength: Brutality (2/2)
    Strength: Juggernaut (3/3)
    Warden: Fortified Gear (3/3)
    Warden: Slaughter (2/3)
    Warden: Ruthless (2/2)
    Warden: The Best Defense (3/3)
    Vindicator: Aggressive Stance (2/2)
    Vindicator: Merciless (3/3)
    Vindicator: Focused Strikes (2/3)
    Vindicator: Mass Destruction (3/3)
    Mastery: Warden Mastery (1/1)

Tried to get Particle Wave in a bit earlier so you have a means to funnels enemies to you and tag them from a distance (while also lowering their dmg via Disorient). Power Gantlet is mostly just in there for theme and to tag stuff from very far out- I didn't consider it high priority, but you can move that and other powers around if ya want. Gears for lotsa Con and some Str. Prob don't need much Int here, though its there for MSA. An End approach could work w/ using Unified Theory, but as w/ Int its prob not gonna be a major stat to gear for.
