Eventually. Devs already mentioned Merc and Legion secondaries planned to be added in other ways (drops, lockboxes)... perhaps HeroGames Acclaim will offer more than just Heroic Primaries? Hopefully, there's more to it than that.

There was a wee bit of talk about it when they fixed the hero games ques. It's in the pipeline somewhere. I bet it won't happen until after they've gone through all the power frameworks properly though.
