Game Crashing When Changing Video Settings

I would love to play this game with my monitors proper video settings, but every time I change anything in the video settings my game crashes. This happens even with the initial brightness setting upon launching the game. I will link below my exact error message I receive when crashing. I also am not able to tab out of the game and tab back in, I get a black screen although audio works fine, I have to force close the game.

I have tried a couple things, including verifying the game cache, removing my gamepref files to reset them, adding -d3d9 in the command line for the launcher settings and setting the launcher to "safe mode." What am I doing wrong?
