Help with SS and Electric build

So a long while back Dexterity was the **** and almost always a good choice as a PSS. Nowadays almost every build I look at seems to not use Dex and almost always has Con. Has Dex lost its luster and what has made Con so desirable these days?
Now I ask this because I'm trying to make an electric character and it seems a lot has change and not only has the SS meta seemed to have changed but a lot seems to have changed for Electric powers.
I'd appreciate any build advice and specially like some info one the new SS meta

    Used to be that you could be tanky w/ just gear; that was when dodge rating was amazing in its returns. Now dodge rating has been batted down (along w/ some of the dodge-based passives- notably Quarry), and if you want to not be squishy then Con SS is just a smart investment for most builds. Con scales up the best dps AO (Ego Surge w/ NM), scales up Str PSS's Juggernaut for large defense gains (that can also feed back into offense if using Ward-Guardicator specs), its maxHP return doesn't diminish, and SSing it means you get extra survival and dps when gearing for it.

    Dex PSS is still good for pure dps builds, though as you get better gear then Ego PSS becomes more competitive for Ranged builds, and Str PSS for melee builds using heavy Str and Brutality + Onslaught (though that comes at the cost of Juggernaut). That's largely cause Expose Weakness is a flat 10% -resist, whereas 6th Sense and Onslaught's added crit scale w/ stats (since you can roughly equate Brutality, Deadly Aim, and Follow Through for severity). EWeakness starts out quite better and puts Dex PSS ahead, but better stats lessen that gap a bit. It may also be because Dex Mastery puts severity rating into heavy DR such that gearing for severity is quite less effective, but better gear can also come w/ more severity rating for specs that are not using Dex Mastery (like Ego PSS).

    Basically:
    - Con SS = rarely a bad idea (Con PSS is a diff can of worms- made for tanks and not for dps in mind).
    - Dex PSS = pure dps option for melee or ranged, but gives less on the defenses and cost savings (dodge/avoid options aren't worth what you give up, and no longer make Dex PSS the 'dps' tree anyways). Dex gearing in general is good for adding more dps via crit%, and for any build (until/unless you are heavy into Dex and crit rating's shared DR).
    - Ego PSS = more versatile dps option for ranged that is more competitive dps w/ Dex PSS as you get better gear.
    - Str PSS w/ Juggernaut, Con SS, Ward_Guardicator specs, and ES/NM as the AO = very tanky dps setup w/ good burst dps when using the AO, and has some innate knock resist. Can even be used by ranged dps builds for a tanky dps option, though this limits you to one free SS to work w/ the ranged build (as Str and Con SS are taken slots). Although powerful, other general drawback to this option is having lower crit% vs. other setups for dps.
    - Str PSS w/ Onslaught and heavy Str = see Ego PSS, but for melee dps, and it comes w/ a higher opportunity cost (Juggernaut's Defense boost), and its extra crit option only works on melee attacks (not general crit like 6th Sense), so its generally not as appealing.
    - Pres PSS = not competitive for personal dps, but can be competitive for group dps if you can roll Vuln, and can considerably improve survival if paired w/ good self-heals. Mainly hindered by Vuln's short timer and non-ideal procing conditions, and Pres itself not really being a good dps stat.
    - Int PSS = more versatile PSS that doesn't do any one thing well, but can work for many build types. Enlightened and Expertise have synergy w/ AoPM's stat boost (either work particularly well when getting more maxHP from Con gearing and/or more crit from Dex gearing), and DVuln can make Int PSS more competitive for dps vs. targets w/ resist (though keep in mind that DV doesn't lower resist past 0%, so I'd generally not advise mixing it w/ a Depleted Uranium Core).
    - End PSS = pretty bad, imo. Main thing holding it back is that Outburst has too stringent conditions and its dmg bonus is in the earliest/'passive' layer (so it scales poorly for geared FFs- expect a 2-5% final dmg bonus instead of 10%). Prob best used if you want gobs of energy and are using something that scales w/ End (likely an energy unlock) and are really having energy issues otherwise. Still has some bright spots, like Hardened and Readiness.
    - Rec PSS = quite niche, like End PSS but not quite as bad imo, as its stringent option gives a flat 15% crit (ie. no DR), 2nd Wind is more effective after the CD reduction nerf, and the PSS still can greatly help w/ energy. Generally still wouldn't recommend it, though.

    I used Quantum Stabilizer as the passive because it boosts all Energy dmg, and can also provide some knock resist and a small bit of extra dmgRes, though other passives are still good for dps (like Stormbringer, Elec Form, or NW). Last few power slots can be w/e ya want. if you want an even sturdier version of this (though w/ considerably less dps), then you can use the Hybrid role and a defensive passive like Invuln or Regen. Gears mostly for Ego and Con, w/ some Rec/End for energy.

    Not to hijack the thread but how would you do an electric tank then?

    Not too much different. Swap Quantum Stability for a defensive passive (Defiance is good for the extra energy, but the others could work) and use the Tank or Hybrid role, get a 2nd AD (like MD), and get Challenge on LArc and LStorm. If you want to keep Ego PSS for the dps, then get CoPD for the knock resist, and/or switch to Con PSS and either a CON/Int/Rec setup w/ Conc or CON/Dex/Rec setup w/ Chilled Form. Regardless, you'd like gear for more Con than usual for a dps.

    Elec builds can be efficient w/ just 3 attacks- LArc, Ball of Lit w/ adv, and one of the AoEs. Can free up power slots for many other things.
