So, yeah.
Periodically (every few weeks), CO requires me to switch to low graphics settings, or switch to default graphics settings. It says I failed system specs check, but I have far, far better graphics than CO requires (my computer is less than a year old, and a gaming rig with a current graphics card).
I run the game on full max graphics settings with no issues, except this annoyance.
Anyone else?

The main difference between the two computers is my desktop for CO runs an amd card while the other computer is running an nvidia. On the character select screen, there is a notification on the bottom that instructs me to go to the ati.com website (amd's website) to update my drivers. They are up to date however.

now I've run about 10 clarence of various characters and it only crashed on that one.
my screen is NOT 2048 x 2048, its 1920 x 1080, in windows maximised
there is NO screen size of 2048 x 2048 on the list

You're probably crashing because there is too much stuff around you. The texture was the straw that broke the camel's back.

When you get the message about failing the system specs check, just tell it to use the "default" option (i.e. settings as you were) and CO should run just fine (albeit with a nag message about using old drivers). STO usually has bigger problems, and may not run at all.
You can restore the older AMD drivers, either by using the Roll Back Driver function in Device Manager or by digging a supported version out of the AMD site - the STO Reddit should tell you which one to use. You may also need to disable the auto update function in Win 10 (again, the STO Reddit has details).
