New to FF building and need some insight

I am working on a hybrid PA/PFF build, and I have the basics I think I need, but I am unsure where to go with the rest of it.
Here is where I am so far.

I want the survivability of pff but I also want to be able to eventually swap tactical missiles with concussor beam and run 3 toggles
for as long as possible.

    No idea I think it could be as early as thursday (if the management is feeling particularly stupid) or as late as next month?

    You can still make the build and pray for a recton when the changes to PA and LS comes to live.

    If you want to make somenthing why you going to stop? Make it, learn from the build and make another stronger.

    Well I got a retcon, but I haven't been to the PTS so I have no idea how I should rebuild.

    PA can go fully beam-based or missile based. Or a mix of both. Also, do you want the standard toggle style that ticks rapidly, or the toggles that back-end their dmg on a huge hit? (ie. Shoulder Launcher) The latter has to wait for most of its dmg and is much more bursty, but takes considerably less energy overall, and has less options avail (only 2, really: Shoulder Launcher and Hand Cannon). So, pick a style and/or attack theme.

    Regardless, 3-slot PA likely isn't gonna happen for you if ur learning the ropes and/or have low-quality gear and stats. You can still do decent w/ 2 attack slots, though.

    Other option is to use non-slotted ranged PA, which is overall easier to manage, but ur options there are more limited, and EUs aren't as easy of a fit since they aren't toggles or maintains.

    Regardless, you can make many diff PA toons that all use very diff attacks or combinations of attacks. You may want to settle on >1 PA toon eventually if you want to experience what its diff styles can be like.

    I like the beams, not really looking for 3 slot toggles, since even before the changes my gear/stats weren't good enough to maintain 3 toggles. I used to use the minigun and concussor, this time around I am thinking concussor, chest beam, eye beam or switching to shoulder launcher when I get to where I can train it.

    I am not even stuck on pff, I just want a bit of survivability and decent dps for alerts and pve questing.

    Well, Invuln is a good passive for a hybrid dps build that wants to be sturdy, but can't rely on getting hit constantly in groups to take Defiance. Regen could also work for the hands-off healing when going through power lockouts due to using slotted powers, but won't take heavy hits as well.

    A 2-slot combo that should be easier on energy would use either Shoulder Launcher or Hand Cannon as one of its slots (or just take both and settle on the back-ended, charge-style toggle plasytyle). Shoulder Launcher is a 10ft sphere AoE, so it can be easier to AoE w/ than the thin cylinders of other toggles (though it can also KB). Plasma Beam can also AoE for the hand slot, but requires getting used to its manual aiming and 3ft cylinder. Slotted PA's best spammable AoE, though, is prob Micro Muni- due to its 15ft sphere radius. Using a chest slot like Micro Muni means you can't use Recon Circuits simultaneously for its healing, though.

    So, maybe have a sphere based AoE setup for easy grinding (Micro Muni + Shoulder Launcher), and Shoulder Launcher + Concussor Beam (to fit the Beam theme) for single-targets and/or when you want to use Recon Circuits in the chest. Shoulder Launcher is used in both cases to still have decent added dps w/o burdening energy as much.

    Np. I should add that for really early leveling I may just settle on taking Tac Missiles w/ its Blast Radius adv (which you can tap-spam or half-charge for its splash AoE, and full charge for single targets), until you get around lvl 11, retrain at a PH, start to spec the full build above and have Micro Muni for AoE grinding immediately:
