I am working on a hybrid PA/PFF build, and I have the basics I think I need, but I am unsure where to go with the rest of it.
Here is where I am so far.
I want the survivability of pff but I also want to be able to eventually swap tactical missiles with concussor beam and run 3 toggles
for as long as possible.

If you want to make somenthing why you going to stop? Make it, learn from the build and make another stronger.
Regardless, 3-slot PA likely isn't gonna happen for you if ur learning the ropes and/or have low-quality gear and stats. You can still do decent w/ 2 attack slots, though.
Other option is to use non-slotted ranged PA, which is overall easier to manage, but ur options there are more limited, and EUs aren't as easy of a fit since they aren't toggles or maintains.
Regardless, you can make many diff PA toons that all use very diff attacks or combinations of attacks. You may want to settle on >1 PA toon eventually if you want to experience what its diff styles can be like.

A 2-slot combo that should be easier on energy would use either Shoulder Launcher or Hand Cannon as one of its slots (or just take both and settle on the back-ended, charge-style toggle plasytyle). Shoulder Launcher is a 10ft sphere AoE, so it can be easier to AoE w/ than the thin cylinders of other toggles (though it can also KB). Plasma Beam can also AoE for the hand slot, but requires getting used to its manual aiming and 3ft cylinder. Slotted PA's best spammable AoE, though, is prob Micro Muni- due to its 15ft sphere radius. Using a chest slot like Micro Muni means you can't use Recon Circuits simultaneously for its healing, though.
So, maybe have a sphere based AoE setup for easy grinding (Micro Muni + Shoulder Launcher), and Shoulder Launcher + Concussor Beam (to fit the Beam theme) for single-targets and/or when you want to use Recon Circuits in the chest. Shoulder Launcher is used in both cases to still have decent added dps w/o burdening energy as much.
