Well, It is part of it's Framework, so yes, It works well enough, just with my Ping the animations sometimes don't sync with the charge bar so it looks strange and confusing. >.-.> You can try a DEX build with Form of the Tiger.

With RThrow you never going to use Melee unless is a boss and that power "locks" you in the ground.
Shuriken Storm locks you too, but gives a dodge buff while spamming the AoE to clean mobs/kite them, you have the option to change it for Shuriken Throw to have mobility and somenthing ranged to kite.
Even if you want a more sneaky/ninja theme you can use Chained Kunai w/ the adv of healing too.
That build is fine for Claws + NW, but it doesn't have any AoE healing. Do you still want that?
Also, that build should be fine for energy, provided you have good Dex and are using charged DC for Rush- FotT, Rush, and Steadfast's energy scale from Dex. Physical Peak in Str PSS also helps some.
It would be nice to have an aor heal but right now having energy issues, damage is decent though when I get enough power. It's at 29 right now which is quite low.
