  iirc, Detect Vuln can't take enemy resist past 0%, but EW can. They both will stack w/ debuffs, keeping that distinction in mind. And from my testing, DV's -resist stacks before other resist debuffs apply, so it can still be useful to get debuffs w/ DV maxed out.
  
  That said, Dex PSS in general is better for pure dps builds, due to Deadly Aim and potentially Dex Mastery working w/ EW as well, but Int PSS can be pretty competitive vs. high-resist targets.

  Ok, almost sold, but now my next question is, do Cosmics (Kiga, Dino, Ape, Grond clone, Gravitar clone, Medusa clone, etc) have any defense to penetrate?

  Yeah, all high-ranking enemies should have some innate resist to them that DV can work on.

  Note that they mostly only have around 20% to penetrate, though the cosmics seem to have oddly variable resistance.

  That's good information. can DV go past 0 defense? Like if a target has no defense to penetrate with DV, does it stop there or does it continue to penetrate defense into the negative numbers?

  As I said before, DV can't take resistance to the negatives by itself, and I recently re-tested that on the pts.
