  The big requirement for CC to be useful is to have stuff that is both worth CCing and vulnerable to CC. That pretty much means PvP, TA, Kigatilik, and Qwyjibo. CC is actually really powerful, it's just that most non-trash opponents in CO are Legendary or Cosmic.
