Stats are Str 325, Con 325, Pre 225, and Int 65. Heals include Conviction, Holdout Shot, Endorphin Rush, Resurgence and Furious. Resistance penetration includes No Quarter, Taking Names, and Warlord mod. I picked MSA over Thermal Reverberation because having an energy unlock isn't a must with this build, nor did I want to invest heavily into Endurance. I also picked Resurgence because it's the only active defense with a break free option, which means I don't have to waste a power slot on an active offense.

Looks okay, though Pres past 70 isn't adding too much to the build, since that's its soft-cap value. Ya could prob funnel some of the Pres back into Con or Str and not see too large a drop-off in bonus heal.
I wouldn't consider a root adv on a lunge to be worthwhile. Holds will be weak for non-Manip_Support builds, and break to inc dmg, and its not like ur stunning or interrupting the target w/ it anyways. Also, are you using Arc's Disorient for Upper Hand? Cause that requires it to be charged.

I'm relying on Decimate for Disorient. I mainly pushed Pre past 70 for Brutality, which has it's severity scale off secondary stats. That and the extra Pre also helps Pistol Whip's stun a little.
My rotation, in order, is Decimate (root), Eruption (knock up), tap Arc of Ruin (resist pen), Burst Shot (resist pen), Pistol Whip (stun), Annihilate (finisher).
I'll do some more testing on PTS. I guess I could transfer my Pre to Con and still get the same results from Brutality. Another option is I could switch to Int as a Secondary. Right now I have 65 Int and MSA. I can boost MSA's energy gain and just keep Pre at 70 instead. If I do that I may rethink my passive, since Defiance's energy gain will just be overkill.

So I found a build with better results based on your advice. I kept Defiance and replaced Pre secondary with Int secondary. I dumped 70 into Pre and 125 into Int, which gives me +20 energy a tick with MSA. I dumped my extra secondary points into Con and raised it by +100, up to 425. Because my defense was well over 100% due to high Con and Juggernaut, I replaced one of my Impact mods with a Regen one (+178 heal). I dropped Pistol Whip and Resurgence and took Unbreakable and Aggressor. Thanks!
Looks a bit better. Not really a leveling build as currently setup, but it works at lvl 40. Still prob would drop the Root adv on the lunge, though. Could move that into R2 Guard or Aggressor. Or, replace Aggressor w/ ES/NM- less thematic, but will offer more burst dps via the huge crit% boost ya get w/ 400+ Con. Can also save adv points by replacing ranked Unbreakable w/ R1 MD.
