Cryptic uses their own home-grown engine that's been evolving since the City of Heroes days. Totally proprietary. The closest you can get to trying it for yourself is whatever Foundry support they provide to end users.
Choose your enemies carefully, because they will define you / Make them interesting, because in some ways they will mind you
They're not there in the beginning, but when your story ends / Gonna last with you longer than your friends

In Neverwinter and Star Trek you can make your own maps using the game's built in assets.

You can also monkey around with the .demo files and edit cut scenes using all three games. Poke around the forums here and at Neverwinter for instructions on demo_record and -demoplay.

You can actually get a licensed version of Cryptic's game engine somewhere..., there's some 'make your own mmo' out there that is using the engine.

    Here it is: Kaneva

Pretty sure that's Cryptic's game engine, but it's been years since I tried it.

Cryptic Engine is used throughout all three games; Neverwinter, Star Trek Online and Champions Online (though all three are different versions, and Neverwinter has extra bits plugged in for some of its stuff). City of Heroes/Villains used another version of this engine but that has long since been outmoded. As far as I am aware, Cryptic does not license out their engine, with the soul exception having been City of Heroes/Villains when NCSoft had acquired the IP. I see nothing on the Cryptic page about licensing of their engine.

Cryptic did, at one time, have a stand-a-lone program from City of Heroes/Villains that allowed you to mess around with the costume creator, or play with the character models, or something like that. I don't know if that still exists or if it is even compatible anymore with the current engine version.

It's been a looooong time, so my memory is probably too hazy to rely on, but I seem to recall somebody mentioning that after the Cryptic/Paragon split, New Cryptic didn't worry very much about maintaining compatibility with CoH because they figured the code would never merge back again.

LOL this game would look a lot better if it was on Unreal...
If your interested in UE4 and super hero games, i suggest you look into City of Titans.
